Constituency Manager

[What the role is]

Key duties and responsibilities that need to be performed to meet the primary objective of the job. This will include the important result areas (what) along with the rationale (why).

• Assists to formulate, implement and review plans for the development of GROs and the community.

• Attends monthly meetings of the GROs assigned and takes follow-up actions.

• Acts as a catalyst to encourage and assist the GROs to plan and implement community and GRC projects.

• Provides administrative and logistical support and guidance to the GROs to facilitate effective implementation of their activities.

• Co-ordinates the recruitment, appointment and reappointment of members of the GROs and community volunteers to ensure a high level of involvement and minority group participation. Co-ordinates the recruitment of ad-hoc volunteers in the community to ensure a cause-based involvement and participation.

• Conducts ground sensing, explains government policies, facilitates discussion and channels feedback to appropriate parties to develop and strengthen the GROs as an effective communication channel between the government and the people.

• Mobilises residents to participate in national campaigns and projects, including those organised by PA, CDC, GROs in the GRC and Division and the CC to facilitate their mass participation.

• Assists to submit timely and accurate reports and progress reports on the GROs, to provide feedback and recommend changes and improvements to PA Headquarters, thereby facilitating communication and co-ordination between the field and PA.

• Assists to supervise and guide and work together with the staff in the Constituency Office to ensure optimal utilisation of human resources in achieving constituency and PA targets.

• Establish networks and collaborates with external partners in achieving constituency and PA targets.

• Works with external partners to co-create solutions beneficial to the people and the community.

• Assists the GROs to publicise their event and enlarge the network with the help from social media.

• Assist to identify, reach out to and connect with the networks in the community to build relationship and organize meaningful programmes for the residents.

• Assists to formulate, implement and review plans for the development of GROs and the community through an evidence-based approach.

• Facilitate civic engagements and outreach to local residents through house visits and community activities.
