[What the role is]

The Senior Manager/Assistant Director serves to support the Deputy Director by providing strategic oversight and performance management of the Infection Control and Outreach Office (ICON) at NCID to ensure alignment with national infection prevention and control (IPC) strategic objectives. This role is responsible for monitoring ICON's operational effectiveness, facilitating strategic coordination, overseeing relevant IPC programme initiatives, providing secretariat support for inter-agency IPC workgroups, and supporting the Deputy Director in strategic initiatives and operational matters.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

[What you will be working on]

  • Strategic Oversight and Performance Management

Monitor and evaluate ICON's performance against established key performance indicators (KPIs) and strategic milestones. Provide strategic guidance to ensure ICON's operational activities and work plans align with NICHE's objectives and broader national infection prevention and control (IPC) goals. Facilitate strategic planning sessions to maintain alignment with national health priorities. Oversee budget management and funding allocation to support ICON's strategic initiatives and operational requirements.

  • IPC Programme Development and Multi-Sector Coordination

Lead the development and implementation of comprehensive IPC initiatives, including community-based programmes that extend beyond traditional healthcare settings. Support initiatives that strengthen infection control capabilities across primary care facilities, long-term care institutions, community healthcare providers, and other community sectors including schools, workplaces, and residential facilities. Collaborate with government agencies, healthcare partners, and community stakeholders to enhance pandemic preparedness and coordinate response activities for infectious disease outbreaks and public health emergencies.

  • Secretariat Support

Serve as secretariat for national IPC committees and/or workgroups, including the inter-agency IPC workgroup focused on community isolation and quarantine facilities. Coordinate meetings, agendas, and follow-up actions while facilitating collaboration between multiple government agencies, healthcare institutions, and stakeholders involved in community isolation and quarantine operations. Prepare comprehensive briefing materials, meeting minutes, and progress reports for workgroup activities. Coordinate policy development and implementation across agencies to ensure consistent IPC standards in community isolation and quarantine facilities. Manage inter-agency communication channels and ensure timely dissemination of guidelines, updates, and best practices.

  • Stakeholder Management and Partnership Development

Build and maintain relationships with external stakeholders including MOH, regional health systems, and international partners. Facilitate knowledge transfer and capacity building initiatives that enhance Singapore's infection control ecosystem. Engage with multiple government agencies to ensure aligned approaches to community IPC.

  • National IPC Coordination and Capacity Building

Support the Deputy Director and other sub-units within ICSC in coordinating national-level IPC efforts, capacity building programmes, and policy development initiatives. Engage with international stakeholders and partners to enhance local IPC capacity through knowledge transfer and collaboration. Implement quality assurance frameworks to monitor the effectiveness of coordination efforts and lead continuous improvement initiatives based on performance data, stakeholder feedback, and emerging international best practices.

[What we are looking for]

  • Minimum 5-10 years of progressive healthcare leadership experience, with at least 3-5 years in infection prevention and control or public health operations. Demonstrated experience in performance management and strategic oversight of healthcare programmes. Previous experience working with national health agencies preferred. Track record of managing complex stakeholder relationships and multi-disciplinary teams. Experience in inter-agency coordination and secretariat functions highly desirable.
  • Minimally qualifications from recognised discipline, preferably in nursing, medical, pharmacy and other healthcare fields.
  • Strong written and verbal communication skills, with experience in developing documents and reports will be considered a significant advantage for this role.
