The Senior Manager, Health Services role to oversee the operations and lead the development MINDS Clinic services to bridge the socio-health chasm for PWID community, to address the complex needs of PWIDs and their families, and as the first responder to response (in a timely manner) to at risk-PWIDs. This is part of CSS mandate as the dynamic and nimble service delivery arm in MINDS that response to emerging needs of PWIDs and Caregivers in the community. Specifically:

  • To advance and advocate healthcare agenda for PWIDs by reviewing and revamping the PWID healthcare framework.
  • To connect with public health entities like polyclinics and hospitals to strengthen the framework by identify gaps and piloting initiatives to bridge these gaps.
  • To explore collaborations with both public and private healthcare entities to strengthen the heathcare support and accessibility for PWIDs and their families.
  • To plan, coordinate, direct, and evaluate the team's operational activities and resource utilisation to ensure operational efficiency, effectiveness and sustainability.
  • Concurrently, to oversee the operation of the Clinic and the clinic service in accordance with the PHPC Act in support of MINDS Schools, Centres and Hubs.

Maintain a high level of operational readiness

  • Review and strengthen the respective response structure and processes to ensure that the at-risk PWIDs' social medical needs are attended to in a timely manner.
  • Review and if need, strengthen the current services to ensure that they remain relevant to meet the needs of the clients and their families.
  • Explore collaboration with relevant entities to establish a community support network to complement Clinic baseline services to develop accessible and a more comprehensive web of support.

Drive Service and Operational Excellence

  • Develop, review and execute SOP and work processes and ensure compliance towards risk and safety management.
  • Facilitate positive change management for smooth adoption of new technologies, productivity initiatives, process, and procedures in alignment to the overall agency's digitalisation plan.
  • Prepare and analyse outcome statistics and performance reports and propose viable growth strategies.
  • Ensure all areas of work are audit-ready.
  • To evaluate the effectiveness of the programmes and services with feedback received.

Accountable for the Team's Human Resources and Finance Management and Reporting

  • Oversees the recruitment and conduct performance appraisal of staff to support their professional development.
  • Use manpower resources for optimal client outcomes through effective scheduling and staffing assignments.
  • Oversee budget, resource utilisation and procurement matters.

Drive Service/Programme Development, Innovation and Stakeholder Relations

  • Develop the social-healthcare framework to address emerging healthcare needs or care transformation for persons with intellectual disabilities.
  • Working with key stakeholders and outreach to AIC, MSF and SGE to highlight the services of the Clinic and explore funding sources.
  • Establish a network of polyclinics and GPs for effective and seamless referral locally.
  • Establish a network of volunteer specialists to enable clinic to deliver complex and specialized screening.
  • Establish partnerships with established ID clinics locally and internationally for training and consultations for complex cases.
  • Establish research and data analytics for predictive risk management and better management of chronic health conditions.

Qualifications

  • Bachelor in Healthcare Management or Population Health Management or any relevant degree would be beneficial

Other Information

  • Experience in clinical management and operations role would be beneficial.
  • Experience working in the social services or health sector preferred.
  • Technically skilled and competent.
  • Good interpersonal and communication skills.
  • Demonstrated ability to work effectively and efficiently and a team player.
