1. Pre-Contract & Tender Management
  • Prepare cost estimates, Bill of Quantities (BOQs), and tender documentation.
  • Source, evaluate, and negotiate with suppliers and subcontractors for competitive pricing.
  • Conduct tender analysis and prepare comparison reports for management approval.
  • Ensure all tender submissions comply with project specifications and contract requirements.
2. Contract Administration
  • Review, interpret, and manage main contract and subcontract agreements.
  • Draft and finalize subcontract agreements, ensuring favorable terms and risk mitigation.
  • Handle variation orders (VOs), contractual claims, and dispute resolution effectively.
  • Liaise with clients, consultants, and subcontractors on all contractual and financial matters.
3. Cost & Budget Control
  • Develop, monitor, and manage project budgets and cash flow forecasts.
  • Track actual costs against budgets and identify potential cost overruns early.
  • Provide regular cost reports and updates to management.
  • Recommend value engineering solutions to optimize project profitability.
4. Progress Claims & Payment Administration
  • Prepare, submit, and negotiate progress claims with clients or main contractors.
  • Verify and process subcontractor payment claims and issue payment certificates.
  • Finalize project accounts and ensure proper supporting documentation.
  • Handle retention sums, back charges, and settlement of disputes.
5. Procurement & Material Management
  • Coordinate with the procurement team to source cost-effective materials.
  • Review purchase requisitions and ensure timely delivery of materials to site.
  • Evaluate vendor performance and manage long-term supplier relationships.
6. Compliance & Reporting
  • Ensure compliance with all relevant regulations, including BCA, MOM, and WSH requirements.
  • Maintain accurate project records, contracts, and cost data.
  • Prepare management reports on project financial status, risk exposure, and cash flow.
