Deputy Chief Development & Facilities Management Officer
The Deputy Chief Development & Facilities Management Officer (DFMO) will assist the Chief DFMO in the day-to-day operations of the Department. He/She will be responsible for the strategic oversight and direction of the Projects, Renovation & Redecoration (RnR) and Contracts/Admin Divisions. This role is instrumental in achieving the University's goals and objectives in alignment with the Campus Vibrancy Masterplan.
With his/her Civil and Structural engineering background, the candidate will play a key role in reviewing all matters pertaining to civil & structural works or concerns for the entire ODFM.
Responsibilities:
Projects Division Leadership
Design & Development Oversight:
Spearhead the review of design requirements for new buildings/facilities and redevelopment projects.
- Collaborate with stakeholders to define and refine design requirements.
Authorize preliminary cost estimations for budget comparisons.
Project Execution:
Direct project management for new buildings/facilities and redevelopment initiatives.
- Supervise consultants to ensure compliance with design specifications.
- Define project timelines and milestones to ensure timely delivery.
- Oversee budget control and cash flow management.
- Lead the construction tender process and approve contract awards.
- Govern contractors to ensure adherence to procedures and safety standards.
- Mandate supervision by qualified personnel and supervisory staff.
Report to senior management on the status and condition of facilities.
Budget & Schedule Oversight:
Monitor and update the overall development budget and project schedule.
- Partner with the Finance department to review and secure development budgets.
- Develop and present budgetary factsheets for accurate budget allocation.
- Strategize and plan master programs for development projects.
- Forecast and manage short-term and long-term cash flow.
Report to senior management on budget and expenditure status for NTU-funded projects.
Strategic Division Contributions:
Foster collaborations and partnerships with external agencies.
- Oversee Workplace Safety and Health (WSH) inspection term contracts.
- Direct development planning and land use management.
- Lead the Campus Vibrancy Masterplan through infrastructure planning and implementation.
Renovation & Redecoration (RnR) Division Leadership
RnR Strategy:
Lead the assessment of renovation requirements for existing spaces and facilities.
- Engage with stakeholders to define and refine renovation needs.
Review cost estimations for budget applications.
RnR Execution:
Oversee the management of renovation projects.
- Guide consultants to ensure renovation designs meet specifications.
- Establish and enforce timelines and milestones for project completion.
- Control budgets and manage cash flow for renovation projects.
- Direct the construction tender process and authorize contract awards.
- Supervise contractors to ensure compliance with procedures and safety standards.
Mandate supervision by qualified personnel and supervisory staff.
Strategic Division Contributions:
Lead the Space Management Team overseeing optimization of common and ancillary space usage and land use.
- Administer various term contracts related to renovation works, furniture, and open-plan systems.
- Oversee term consultancy contracts including Architecture, Interior Design, Civil & Structural, Mechanical & Electrical, and Quantity Surveying.
- Manage the Building Resource Unit, including building and infrastructure records/plans, digitalization, and Gross Floor Area (GFA) management.
Contracts/Admin Division Leadership
Central Support Leadership:
Provide strategic support to all divisions within ODFM.
- Lead cost estimations for development and renovation projects.
- Direct the financial year budgeting exercise in coordination with OFIN.
- Standardize, review, and approve tender and contract documentation.
- Oversee procurement processes in alignment with NSS procedures.
- Ensure compliance with university policies, including legal, PDPA, and governance policies.
- Prepare and present reports for BOT, OAS, MOE, BCA, and NTU (Enterprise Risk Management).
- Manage the department's webpage and ensure effective communication.
- Oversee the asset disposal processes.
Requirements:
- A degree in Civil and Structural Engineering or related fields. Registration as a Professional Engineer will be an advantage.
- At least 20 years of management experience in the built environment including design consultancy, project management or relevant experience in the building & construction industry.
- Proven track record in managing construction projects with a minimum value of $50 million across various disciplines.
- Experience in managing and maintaining buildings and infrastructure spanning 500,000m², with an annual budget of $50 million to $60 million.
- Strong technical knowledge in civil and structural engineering. Alternatively, candidates with mechanical and electrical engineering backgrounds must demonstrate comprehensive knowledge of other engineering disciplines and architectural works.
- Deep understanding of related disciplines in the built environment, including environmental sustainability, architectural works, interior design, external works, roads and drainage, project/contract/safety management, cost estimation, and infrastructure and building maintenance.
- Experience with soft services management and compliance with regulatory requirements.
- Significant hands-on experience in addressing built environment issues and ensuring high-quality service delivery.
- Strong managerial, interpersonal, and organizational abilities.
- Proven ability to manage teams, deliver impactful presentations, and excel in communication.
- Demonstrated tenacity in tackling challenges and handling ambiguity.
- Ability to manage diverse viewpoints and achieve consensus through open discussions.
