Key Responsibilities
Cost Estimation & Budgeting:
- Prepare detailed cost estimates, BOQs (Bills of Quantities), and tender documents for mechanical and piping projects.
- Analyze project specifications, drawings, and contracts to assess cost requirements.
- Conduct feasibility studies and risk assessments for cost-related decisions.
Contract Administration:
- Administer contracts, including subcontractor agreements, variations, and claims.
- Evaluate and negotiate contract terms with suppliers, vendors, and subcontractors.
- Ensure compliance with contractual obligations and local regulations (e.g., Singapore Standards, BCA, and SIA requirements).
Procurement & Tendering:
- Assist in procurement processes, including material take-offs, supplier evaluations, and cost comparisons.
- Prepare and evaluate subcontractor quotations for mechanical and piping works.
- Liaise with suppliers and subcontractors to ensure cost-effective procurement.
Cost Control & Financial Reporting:
- Monitor project expenditures, track variations, and provide cost reports to management.
- Identify cost-saving opportunities without compromising quality or safety.
- Review and certify progress claims, invoices, and final accounts.
Project Coordination:
- Collaborate with project managers, engineers, and clients to ensure alignment on cost and contractual matters.
- Attend site meetings and provide cost-related advice for mechanical and piping installations.
- Resolve any commercial disputes related to project costs or contracts.
Documentation & Compliance:
- Maintain accurate records of all cost-related documents, contracts, and change orders.
- Ensure adherence to company policies, industry standards, and Singapore regulatory requirements.
Qualifications & Requirements
- Diploma/Degree in Quantity Surveying, Mechanical Engineering, Construction Management, or related field.
- Minimum 3-5 years of QS experience in mechanical, piping, or oil & gas projects (Singapore experience preferred).
Proficient in AutoCAD, CostX, Bluebeam, or similar QS software.
Strong knowledge of mechanical & piping materials, construction methods, and industry standards.
- Familiarity with FIDIC, NEC, or PSSCOC contracts is advantageous.
Excellent negotiation, analytical, and problem-solving skills.
Strong communication and teamwork abilities.
- Ability to work under tight deadlines in a fast-paced environment.
