As a CEM manager, your job responsibilities include:

  • Ensure that the institution fully complies with the MOH Directives for M&M Review, taking responsibility for monitoring and reporting compliance levels.
  • Lead the Clinical Review Program team under the guidance of the CEM Clinical Director and Department Lead, implementing and maintaining a robust system for prompt harm identification. Be accountable for system performance metrics.
  • Develop, implement, and evaluate training programmes to enhance team members' capabilities in the section. Track and report on training outcomes and skill improvements.
  • Proactively drive initiatives for the Office of Patient Safety and Quality (OPSQ) in coordination with OPSQ clinical and administrative leadership. Take ownership of specific projects and their outcomes.
  • Oversee day-to-day administrative operations as directed by the Department Lead, ensuring efficient workflow and timely completion of tasks. Implement process improvements where necessary.
  • Undertake additional responsibilities as assigned by the Clinical Director, Director Office of CMB, Head of OPSQ, and Department Lead. Propose and lead initiatives to enhance OPSQ's function and effectiveness.
  • Regularly report on progress, challenges, and achievements in all areas of responsibility to relevant stakeholders.
  • Actively contribute to the continuous improvement of OPSQ by identifying areas for enhancement and proposing solutions.

Job Requirements:

Educational / Professional Qualifications:

Bachelor's Degree in Science/Healthcare related.

Relevant Experience


• Clinical Expertise: Demonstrated strong clinical knowledge and acumen with proven ability to identify care lapses, system gaps, and opportunities for improvement in healthcare delivery.


• Healthcare Background: Minimum 8 years of relevant experience in the healthcare industry, with prior experience in a clinical role within public healthcare institutions strongly preferred.


• Quality and Safety Focus: Essential experience in one or more of the following areas: quality improvement initiatives, process enhancement, data analytics, clinical audit, or patient safety programmes.


• Leadership Experience: Prior experience in a supervisory or team leadership role, with demonstrated ability to guide and develop clinical staff.


• Technical Proficiency: Working knowledge of statistical analysis tools and data visualisation software (e.g., SPSS, R, Tableau, Power BI) would be advantageous for evidence-based decision making.


• Regulatory and Compliance Knowledge: Familiarity with healthcare regulations, clinical governance frameworks, and accreditation standards relevant to clinical review processes.
