
Manager – Foster Care Services

Job Purpose:
To oversee the daily operations of the foster care program, manage a team of 14 staff, and take on a caseload as needed. The Manager ensures that the agency meets all service agreement obligations with the Ministry of Social and Family Development (MSF), supports foster families with a focus on engagement and retention, and advocates for the welfare of children and young persons (CYPs) aged 0 to 21 years placed in local foster care.
Key Responsibilities:
1. Program Oversight and Service Delivery
- Ensure effective implementation of foster care services in line with the MSF Service Agreement and child protection standards.
- Oversee foster placements, casework, and support services for CYPs aged 0–20.
- Take on a manageable caseload, especially for complex or high-risk cases, and guide staff on challenging cases.
2. Team Leadership and Development
- Lead and supervise a team of 14 staff, including caseworkers and support staff.
- Conduct regular supervision, case reviews, and performance appraisals.
- Foster a collaborative, accountable, and trauma-informed team culture.
- Support staff in learning and using MSF's
CaseCentral
case management system.
3. Foster Parent Engagement and Support
- Design and implement strategies to engage and re-engage foster parents, especially those at risk of disengagement.
- Oversee timely and appropriate responses to foster carers' needs, crises, or feedback.
4. Compliance and Reporting
- Ensure accurate and timely documentation of casework and services in CaseCentral.
- Monitor compliance with MSF policies, agency protocols, and statutory requirements.
- Ensure readiness for external reviews or evaluations.
5. Advocacy and Stakeholder Engagement
- Advocate for the needs of foster families and children in internal and external forums.
- Represent the agency in meetings with MSF, other fostering agencies, and partners.
- Contribute to public awareness efforts and community engagement related to fostering.
Key Skills and Attributes:
- Strong leadership and supervisory skills, with experience managing diverse teams.
- Proven ability to handle complex child welfare cases and manage risk effectively.
- Skilled in stakeholder engagement and advocacy, especially with government agencies.
- Strong written and verbal communication skills, including report writing.
- Empathetic, culturally sensitive, and resilient under pressure.
Qualifications and Experience:
- Degree in Social Work, Psychology, or a related field (Master's preferred).
- Minimum 5 years' experience in child welfare, with at least 2 years in a leadership or supervisory role.
- Familiarity with Singapore's foster care system and MSF frameworks preferred.
- Willingness to learn and use
CaseCentral
(training provided if needed). - Registered Social Worker (RSW) status preferred, or in progress.
Other Information:
- Office-based with travel required to foster homes, placements, and external meetings.
- Location of workplace: Bukit Batok (10 minutes walk away from MRT station)
- Attractive annual remuneration comprising of fixed and variable bonuses

- Able to work on weekends and weekday evenings, when required (Time-off will be provided)
