Job Purpose

  • The Project Manager is responsible for leading and managing large-scale capital projects, infrastructure development, and facilities upgrades across AHG.
  • This role ensures projects are delivered on time, within budget, and in compliance with regulatory requirements while aligning with AHG's strategic goals.
  • The Project Manager will oversee the full project lifecycle, from initial concept and feasibility studies to execution, monitoring, and post-project evaluation.
  • The Project Manager will drive innovation, implement industry best practices, and optimize resources to enhance operational efficiency.
  • Additionally, this role demands strategic foresight to align projects with future business needs, regulatory shifts, and sustainability targets.
  • The Project Manager must possess strong engineering expertise, ensuring the technical feasibility of designs, structural integrity and adherence to industry best practices for mechanical, electrical and civil engineering systems.
  • The Project Manager will also be responsible for preparing, reviewing and managing regulatory submissions, including permit applications and compliance documentation, to ensure all projects meet the necessary statutory requirements.

Duties and Responsibilities

Complex / Large-scale Projects

  • Oversee the planning, execution, and completion of large-scale A&A and capital improvement projects, ensuring engineering precision and technical excellence.
  • Develop detailed project plans, timelines, stales, and resource allocations while incorporating advanced engineering methodologies and sustainable design principles.
  • Ensure compliance with industry regulations, internal policies, and safety standards, including submissions for BCA, SCDF, and other relevant authorities.
  • Conduct performance tracking and reporting to Senior Manager, utilizing key performance indicators (KPIs) and advanced project management tools to drive data-informed decision-making.
  • Coordinate with user/stakeholders to ensure specifications, material selections, and design conforms to industry standards and regulatory requirements.
  • Oversee the preparation, submission, and approval processes for all necessary regulatory documentation, ensuring smooth approvals for permits, safety certifications and compliance.
  • Implement innovative technologies and project delivery methods to optimize efficiency, reduce costs, and enhance overall project quality.

Stakeholder Management

  • Act as the primary liaison between internal stakeholders, multiple government agencies and contractors to ensure seamless project execution and compliance.
  • Develop and maintain strong relationships with stakeholders, fostering collaboration and alignment of project goals with organizational objectives.
  • Manage contracts, ensuring cost-effectiveness, timely delivery, and adherence to quality and safety standards.
  • Adhered to procurement processes, conducting tenders in compliance with procurement policies.
  • Ensure project milestones and budgets align with organizational priorities.
  • Facilitate cross-functional coordination to streamline workflows, resolve conflicts and enhance communication across departments.
  • Conduct regular stakeholder meetings, provide status updates and address concerns to maintain stakeholder confidence and project momentum.
  • Monitor vendor performance and implement corrective actions where necessary to maintain service quality and operational efficiency.

Infrastructure Development

  • Lead the strategic planning, execution, and oversight of major infrastructure enhancements, ensuring compliance with industry best practices and engineering standards.
  • Oversee the design, construction, and maintenance of mechanical, electrical, and civil engineering systems to optimize operational efficiency and sustainability.
  • Drive the adoption of smart building technologies and automation systems to enhance facility performance, energy efficiency, and cost-effectiveness.
  • Ensure all facility upgrades align with sustainability goals, achieving Green Mark certification and adhering to environmental regulations.
  • Conduct feasibility studies, technical assessments, and infrastructure audits to recommend proactive improvements and prevent system failures.
  • Lead the implementation of facility enhancements, including M&E system upgrades and space optimization.
  • Drive sustainability initiatives, ensuring projects meet Green Mark certification and environmental compliance.
  • Conduct technical assessments and recommend infrastructure improvements to support operational needs.

Regulatory Compliance & Strategic Planning

  • Ensure full adherence to BCA, SCDF, and all other relevant local and international regulatory frameworks, ensuring all projects meet statutory requirements and industry best practices.
  • Lead the preparation, submission, and management of permits, compliance documentation, and regulatory approvals to prevent project delays and legal non-compliance.
  • Coordinate with external regulatory agencies, safety inspectors, and legal advisors to stay updated on changes in regulatory requirements and best practices.
  • Monitor and enforce compliance with environmental, workplace safety, and sustainability standards, ensuring projects align with Green Mark certification, ISO standards, and workplace health regulations.
  • Establish continuous improvement programs for regulatory compliance, integrating lessons learned from past incidents and safety audits into future project planning and execution.
  • Use the insights and analysis on facilities management trends for long-term strategic planning, ensuring alignment with organizational goals, regulatory compliance, and industry best practices
  • Optimize project resources and budgets to enhance cost efficiency and operational effectiveness.

Additional Information

  • The role may require occasional evening/weekend work for project oversight and stakeholder meetings.
  • Travel between AHG facilities for project site visits is expected.

Qualifications

  • Degree or Diploma in Building Management, Mechanical Engineering, or Electrical Engineering.
  • Certification in Project Management and/or Sustainability is an advantage.

Experience

  • Minimum 8 years of relevant experience in project management, with M&E/ infrastructure development

Technical Skills

  • Strong project management capabilities including budgeting, scheduling, and stakeholder coordination.
  • Familiarity with Green Mark certification and BCA sustainability standards.
  • Technical knowledge of M&E systems and building services.
  • Proficiency in MS Office and project management tools/software.

Soft Skills

  • Excellent communication and interpersonal skills.
  • Strong organizational and leadership abilities.
  • Ability to work independently and under pressure to meet tight deadlines.
