JOB PURPOSE

Main function of this role is to guide projects through the regulatory landscape, ensuring timely and compliant permit acquisition. The role involves coordinating with various stakeholders, both internal and external, to develop and oversee the execution of a permitting strategy, while also managing risks and monitoring permit delivery.

RESPONSIBILITIES

·       Strategic Planning:

Develop a comprehensive permitting strategy for projects, considering local regulations, local best practices, locality uniqueness, timelines, business demand dynamic, and resource availability.

·       Coordination:

Work with internal teams (e.g., resource development, resource delivery, legal) and external consultants to gather necessary documentation and information for permit applications.

·       Permit Application Management:

Develop a roadmap for the preparation, review, and submission of permit applications to relevant authorities, ensuring compliance with all requirements.

·       Change Management:

Pre-plan and strategize for possible changes in the development plan in tandem with evolving business requirement to minimize time and cost impact due to amendments.

·       Risk Management:

Identify potential permitting challenges, assess risks, and develop mitigation plans.

·       Stakeholder Communication:

Communicate with internal and external stakeholders, including project managers, permitting authorities, and consultants, regarding key permitting milestones, permitting process, Development Council meeting cadence, progress and updates.

·       Compliance:

Ensure that all projects comply with the submitting procedures, stage-gates, and pre-qualification for an expedited process of the relevant regulations

·       Performance Tracking:

Monitor permit delivery timelines for benchmarking purpose, identify areas for improvement, and track key metrics.

·       Regulatory Updates:

Stay informed about changes in permitting regulations and procedures to update permitting strategies.

·       Relationship Building:

Foster strong relationships with permitting agencies to facilitate smoother permitting processes.

Academic qualification & Requirements:

  • Minimum bachelor's degree in a relevant field, such as civil engineering, architecture, or data centre campus master planning.
  • Extensive experience in permitting application for large-scale data center projects in APAC, especially Malaysia and Thailand.
  • Strong project management skills are essential for overseeing the entire lifecycle of permitting for Data centre projects
  • Strong leadership skills with the ability to inspire and motivate teams.
  • Good interpersonal skills so as to be able to relate with people or personnel from different units of the company
  • Excellent numerical, analytical, and problem-solving skills
  • Ability to build relationship across many fronts
  • Ability to work in a team as well as an individual with little or no supervision
  • More than 10-15 years of relevant working experience in a Permitting role for data centres projects in APAC.
  • Any other Relevant professional certifications may be beneficial (law, environmental etc)
