**What the role is**
- Develops, and implements organisational excellence initiatives in PA to build capacity and culture for transformation and change, to improve PA’s effectiveness for the long-term.

**ORGANISATIONAL EXCELLENCE**
- Supports development and delivery of change and transformation efforts for PA.
- Supports the Transformation/Change Team (Culture Steering Committee) in the development and coordination of its roles and responsibilities, and respective initiatives.
- Supports Organisational Health Checks in strategic cycles, including the Public Service Employee Engagement Survey.

Culture and Communications
- Supports the growth and development of the Unit QSMs to enable them to effectively promote service excellence at their work units.
- Implements initiatives to promote service excellence culture where staff are motivated and encouraged to exemplify the PA iCARE (Innovate, Collaborate, Anticipate, Reach Out, Empathise) Service Principles; and PA CLIAT (Care, Learn/Innovate, Align, Teamwork) Culture Patterns in alignment with public service principles.
- Prepares effective communications content (service stories, service briefing guides and key service messages for fortnightly e-newsletter and learning tools) to support and align organisation towards desired service excellence behaviours and culture.
- Organises quarterly visits to Community Centres/Clubs and Integrated Community Hubs (iCARE Visits) to show appreciation and provide better support to frontline staff.

Capability
- Implements Service Competency Framework (training roadmap, milestone programmes, e-learning) and promotes continuous learning and agility, and innovation, to increase the competency levels of staff.
- Manages, develops and builds the skillsets of the Unit Quality Service Managers (QSMs) in PA.
- Organises engagement platforms such as Community of Practices, Learning Journeys and Service Workshops to enhance staff’s foundational competence in service excellence, learning and innovation.
- Plans, develops and administers the PA- and National-level Awards submissions to promote and recognises organisational excellence and innovation efforts, in collaboration with stakeholder divisions.

**ADMINISTRATIVE DUTIES**
- Prepares/drafts concepts, presentation slides, communication messages, articles, tender documents and other administration requirements to support the Division.
- Organises meetings and focus group discussions with stakeholders, and takes notes of meetings, when required.

**OTHER DUTIES**

Other ad-hoc duties not covered under main responsibilities and duties:

- Represents the Division in inter-divisional and inter-agency committees.
- Organises Divisional workplan and teambonding sessions.
