Deputy Director, Collaboration System, Xcloud

**What the role is**
- Deputy Director (Product House) leads the exploration, discovery and exploitation of current and emerging technologies to conceptualise and develop innovative solutions to meet MHA’s operational requirements. The job-holder will also plan and deliver Enterprise IT projects and services, focusing on systems that support collaboration for the Home Team and HTX.
The role is expected to leverage and work closely with the engineering and product development teams within the Enterprise Group to deliver the xCloud Products, develop the product roadmap, and drive the adoption of the products across the HTDs. The role is also expected to setup trials/proof-of-concepts and partner with solution providers to evaluate the commercial products and capabilities and, map out the integration plans.

**What you will be working on**
- The job holder is responsible for the following:

- Explore, discover & exploit current and emerging technologies.
- Conceptualise solutions leveraging technologies and conduct experimentation and POCs to assess suitability for MHA operations.
- Define the Product vision, strategy, and roadmap in line with the demands of HTDs.
- Engage with HTD stakeholders and drive the adoption of xCloud Products.
- Leverage and orchestrate xCloud’s various expertise and resources to develop suitable solutions to meet MHA’s operational requirements.
- Develop and execute change management plans to encourage buy-in and adoption of new and innovative ICT solutions for key stakeholders and users.
- Plan, conceptualise, develop, architect Enterprise ICT Systems that focus on collaboration.
- Manage the delivery of Enterprise ICT Systems. Examples, E-RPA, Intranet-as-a-product, CRMS.
- Plan and manage resources (budget and manpower) for the approved projects.
- Have full oversight of the projects’ status and resolve issues in a timely manner.
- Provide support to Director (xCloud) for the discussions with all relevant stakeholders including external government agencies, industry partners, HTDs to ensure successful delivery of projects and capabilities.
- Engage HTD’s Stakeholders at various levels to identify business needs and propose IT solutions that meets the HTD’s need in alignment with HTX IT strategy.
- Develop an intimate knowledge of the agency’s business and the key stakeholders.
- Participate in user groups, round table discussions with the Home Team Department business users.
- Work with industry players including technology vendors and organisations to assess and introduce innovative technological solutions for MHA.
- Build rapport with vendors so that vendor support can be expedited when necessary.
- Escalate issues to vendors’management when needed.
- Highlight to vendors on areas they can improve in their support to HTDs and HTX.
- Adhere to IM8 Third Party Management policy
- Manage staff morale and team performance.
- Coach the team towards a high-performance team.
- Identify and develop staff learning needs.
- Build and sustain core capabilities and competencies.
- Promote and cultivate knowledge sharing among staff and project teams.
- Expose staff to relevant leading and core technologies through both formal and informal training.
- Ensure projects adhere to ICT Governance, Cybersecurity and IT Controls.
- Achieve compliance with IM8 and other relevant policies.
- Support various IT audits and reviews.

**What we are looking for**
- Tertiary qualification in Computer Science/Information Technology/Engineering or relevant disciplines.
- Relevant certifications in Outsourcing Management for IT, Agile, Cloud or equivalent.
- At least 10-15 years of relevant working experience including a minimum of 5 years in a leadership position.
- Strong interest in technologies and innovation, particularly in emerging technologies.
- An evangelist of technology and innovation.
- Strong planning and project management skills. PMP or equivalent certification would be an advantage.
- Able to work independently and as a team.
- Facilitation skills, planning skills, problem-solving skills, organising capabilities and foresight to drive projects.
- Good interpersonal and communications skills for internal/external stakeholder engagement.

All new appointees will be appointed on a two-year contract in the first instance.
