We are seeking a dynamic and experienced Senior Manager, HR Strategy and Governance to join our team. This role will be pivotal in shaping and executing our HR strategy, ensuring robust governance, and driving the organization to the next level.

The incumbent will be part the HR & Admin Department of Rakuten Asia, who will work closely with the Head of HR to develop and implement company-wide HR strategies and solutions across multiple disciplines. Additionally, this role will oversee employer relations and investigations, implementing best practices in HR governance across the region.

Responsibilities:
HR Strategy:

- Collaborate with the Head of HR to develop and implement comprehensive HR strategies that align with the company's goals and objectives.
- Provide strategic HR solutions across multiple disciplines to enhance organizational performance, partnering with various HR functional leads such as People Experience and Operations, Talent Acquisition, Talent Development, and HRBP.
- Analyze HR metrics and trends to inform strategic decisions and drive continuous improvement.
- Lead initiatives to foster a high-performance culture, employee engagement, and talent retention.

Governance:

- Manage the APAC whistleblow hotline, addressing and resolving employee complaints in a timely and effective manner.
- Conduct thorough investigations into employee grievances, ensuring compliance with legal and regulatory requirements.
- Enhance the documentation of HR policies and processes, ensuring clarity, accessibility, and compliance.
- Identify and implement policies/process improvements to increase the efficiency and effectiveness of HR activities.

Additional Duties:

- Partner with senior management to support organizational change initiatives and ensure smooth transitions.
- Stay abreast of industry best practices and regulatory changes, ensuring the company remains compliant and competitive.
- Represent the HR function in cross-functional projects and initiatives, providing strategic input and ensuring alignment with HR objectives.

Qualifications:

- Minimum of 10 years of progressive HR experience
- Proven track record on at least 3 of the following HR pillars:

- HR Strategy, Employee Relations, Workforce Planning, Talent Acquisition, Talent Development/Management, and HR Operations and systems.
- Strong knowledge of employment laws and regulations for Singapore or APAC region.
- Excellent interpersonal and communication skills (including presentation), with the ability to influence and build relationships at all levels, with a focus on senior leadership.
- Excellent negotiation abilities for conflict resolution/achieving stakeholders' buy-in.
- Problem-solving and applies creative solutions, seeking efficiencies and improvements.
- Demonstrated ability to handle sensitive and confidential information with discretion.
- Strong analytical and problem-solving skills, with a focus on continuous improvement.
- Change management expertise to lead HR initiatives and adapt to evolving business needs.
- Ability to work in a fast-paced, dynamic environment and manage multiple priorities.
