Singapore PAS People's Association Full time

Assist Director to develop strategic plans, initiatives and procedures for the Division and alignment of staff with PA’s objectives in building social capital.Provide leadership, direction and guidance to staff in the Project Management Section, Contracts Management Section and Tenancy & Lease Management Section to carry out the duties effectively and efficiently so as to achieve the Sections’ targets.

Key duties and responsibilities that need to be performed to meet the primary objective of the job:
Generalities

Lead the Project Management Section, Contract Management Section and Tenancy & Lease Management Section and take charge of the following key areas:
Establish, update and review project, contract and tenancy policies, processes and systems. Oversees manpower deployment and staff recruitment to ensure efficient and effective use of the resources to achieve the sections’ targets. Ensure compliance with established guidelines, standards and procurement rules and take charge of audit matters Together with other Deputy Directors, assist Director to oversee the Division’s corporate and administrative matters including budget co-ordination and monitoring, data management, etc Monitor and evaluate staff performance, build staff competencies and oversee staff professional development and well-being.

**Project Management**
- Plan and implement the overall development programme involving the construction, fitting-out and upgrading of Residents’ Committee (RC) Centres.
- Provide guidance to the team and monitor the progress of projects involving RC centres, including compliance with governance standards and rules.
- Lead and oversee the preparation of the development budget, including securing grants for RC centre projects.
- Manage key project stakeholders, including grassroots leaders, in the implementation of the various programmes.

**Contract **Management**
- Lead and oversee the status of project/contracts costs.
- Lead and oversee in audits conducted by both internal and external auditors on contracts/projects.
- Control the implementation of the procurement systems for facilities services and ensures the compliance of Government procurement procedures in the PA.
- Lead and formulate contract strategies and policies including establish good governance standards and processes.
- Lead the compliance management on contract to ensure effectiveness and alignment to Government Instruction Manual and relevant authorities (e.g. Building & Construction Authority) requirements.

**Tenancy & Lease Management**
- Lead and formulate policies and procedures for the tenancy and leasing of PA’s properties and lettable space and enhancing vibrancy in PA’s community space to support PA’s objectives to promote social cohesion and community bonding.
- Lead the compliance management on PA tenancy and lease contracts to ensure effectiveness and alignment to Government Instruction Manual and relevant authorities (e.g. Ministry of Finance, Singapore Land Authority, Ministry of Trade & Industry requirements).
- Lead and work with various stakeholders to optimise the lettable space in PA’s community building and other properties according to PA’s approved policy - which includes looking at space design, tenant mix, rental rates while balancing commercial and social needs of the CCs.
- Provide advisory to PA staff on tenancy and lease matters for PA properties and lettable space.
