**JOB SUMMARY**:
This job requires the delivery of HSE programs and ensure that it is effectively implemented to meet its intents and the goals.

**RESPONSIBILITIES AND DUTIES**:
1. Provide HSE advice and manage all aspects of HSE.

2. Manage and implement HSE programs with stakeholders to achieve compliance.

3. Carry out compliance check.

4. Perform follow up to ensure effective implementation of the programs and recommendations.

5. Compute the HSE information, performance statistic and man-hours.

6. Analyse HSE data, risks, conditions and practices.

7. Recommend and implement measures to improve performance and control risks.

8. Ensure effective communication of HSE information.

9. Work with stakeholder to review the effectiveness of the programs.

10. Coordinate the emergency response and confined space drill.

11. Ensure documentation of the drill and implementation of the recommendations.

12. Work with stakeholders to ensure validity and content relevancy of the hazard evaluation.

13. Facilitate implementation of new compliance measures.

14. Manage the online learning platform and develop training according to the operation risks and compliance needs.

15. Initiate 2 yearly HSE communication survey, consolidate results, review and provide feedback.

16. Work with neighbour companies to ensure HSE.

17. Participate in incident investigation, monitor the status of the recommendations and create HSE alert to share the incident.

18. Assist with the management of the HSE management system and audit.

19. Provide up to date information for the management review.

20. Lead and manage the inspection program.

21. Participate in MOC/PSSR.

22. Support audit process.

23. Ensure proper management of the emergency response equipment.

24. Initiate contractor meeting and work closely with them to ensure compliance.

25. Work with HR and Department Head to address abnormal health screening result.

26. Initiate fit test and proper documentation of records.

27. Ensure implementation of hearing conservation requirements.

28. Work as an assessor and authorized manager for work at height permit.

29. Work as a hot work and confined space assessor.

30. Manage the forklift and aerial work platform register.

31. Manage the PPE inventory.

32. Provide HSE monthly report to President.

33. Recommend and implement actions to improve HSE performance.

**WORK SKILLS**:
1. Able to use Microsoft office.

2. Good working knowledge of the HSE legislation and the ability to roll out effective solution to achieve the desired goals.

3. Good knowledge of the management system and the nature of process work activities.

4. Able to work as a confined space and hot work assessor.

5. Good organizational skills and attention to detail.

6. Good analytical and problem solving skills.

7. Able to communicate and relate well with various stakeholders.

8. Good written communication skills.

9. Patient, assertive and respectful towards colleagues.

10. Able to focus and work under pressure and in a dynamics work environment.

11. Strong level of initiative and monitoring.

12. Strong level of responsibility with the ability to facilitate and ensure progression of programs to achieve the desired results.

13. Strong learning ability.

14. Able to work independently and in a team.

**EXPERIENCE**:
1. 3 years of work experiences in Oil/Petrochemical facility.

2. Familiar with HSE management system.

**EDUCATION**:
1. A recognized engineering diploma.
