**Responsibilities**:
1. Learning & development
- Develop a comprehensive learning and development strategy aligned with SBF’s goals and objectives.
- Identify and implement suitable emerging trends, best practices and innovative approaches in learning and development.
- Collaborate with stakeholders to ensure learning initiatives support SBF’s needs.
- Review and update learning and development processes and policies.
- Work closely with performance management to provide focus on training, filling learning gaps, and designing learning solutions that empower employees with specific knowledge and skills to achieve their best performance
- Responsible to design and refresh the competency framework and learning roadmap to address learning needs across the organisation. The incumbent has to have the experience to integrate the competency framework into the learning and development strategy to introduce targeted and competency-based learning programmes.

- Maintain employees’ training records and manage the learning management platform(s).
2. Senior leadership development
- Develop suitable leadership development solutions to support the changing needs and priorities of SBF.
- Research, identify and implement emerging trends in leadership development that could support SBF’s future priorities.
- Partner the senior leadership in providing solutions on effective interventions and initiatives to development the talent pipeline.
3. Evaluation and continuous Improvement
- Review the evaluation frameworks and metrics to assess the effectiveness of learning initiatives.
- Analyse data, feedback and performance indicators to measure the impact of the learning programmes.
- Continuously improve and update learning offerings based on evaluation results and learners’ feedback.
4. Employee recognition and engagement
- Enhance employee engagement level, strategies and plans, and organise activities for employees to develop a highly engaged SBF team.
- Collaborate with senior management to develop and execute employee engagement strategies and activities that foster growth and increase employee satisfaction.
- Derive insights from the employee engagement analysis and industry best practices to recommend areas for improvements to develop a highly engaged organisation.
**Job Requirements**
- A background in Human Resources or Business-related discipline.
- At least 10 years of relevant human resource experience in a generalist role with 8 years of experience in learning and development.
- Professional certifications in learning and development or related areas (e.g. ACTA) is a plus
- Demonstrated solid experience in developing and implementing comprehensive learning and development strategies and programmes.
- Ability to develop forward-looking and targeted learning and leadership strategies across various functions.
- Familiarity with performing job analysis to identify the competencies needed for specific functions and identify competencies for job profiles.
- Excellent written and oral communication skills
- Strong analytical and problem-solving skills
- Good knowledge of employment laws and best HR practices.
