**Duties**:
The Program Specialist (Youth in Development Specialist) performs the following major duties:

- Provides on-demand personalized technical assistance to post staff who are responsible for designing, implementing, and reviewing the multi-year Youth Development projects.
- Assists post staff in determining Youth Development-related country development priorities based on in-country circumstances and Peace Corps' Youth Development sector programming guidance.
- Guides post staff through periodic, comprehensive, and participatory Youth Development project design, review, and evaluation processes.
- Determines the direction and scope of standardized agency approaches to Youth Development project design, implementation, and evaluation.
- Authors sector-specific guidance and reference documents for post staff to use in designing, implementing, and reviewing their Youth Development projects.
- Facilitates a virtual global community of practice for post staff responsible for designing, implementing, and reviewing Youth Development projects.
- Utilizes experiential and adult learning theories to design Youth Development knowledge resources in a variety of formats, including eLearning modules; idea books; session plans; slide decks; training manuals; and workbooks.
- Creates, curates, revises, and organizes a collection of resources (including project monitoring and evaluation tools) that Peace Corps Volunteers and their community counterparts can use to plan and implement community-level Youth Development projects.
- Internally and externally promotes an understanding of Peace Corps' Youth Development sector and the work and impact of Youth Development Volunteers in the field.
- Compiles, analyzes, and synthesizes agency data related to Youth Development projects, and provides resulting feedback and consultations to internal stakeholders.

- You must be a U.S. Citizen.
- You must be at least 18 years of age.

- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. - You must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination.
- Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees.
- All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
- This position requires a public trust background investigation.
- This is a bargaining unit position.
- A one-year trial period is required.
- The initial appointment to this position cannot exceed five years.

**Specialized Experience**:

**Specialized Experience at the FP-03**: To be mínimally qualified for this position at the **FP-03** level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, **FP-04** or** GS-12** level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. **Specialized experience **is defined as**:
Experience with the coordination of youth development programs which includes nonformal education (i.e. camps, clubs, sport-based instruction), youth volunteerism, working with youth with disabilities, youth gender equity, youth life skills, and youth livelihoods development, in order to enable him/her to provide broad-based technical support to those responsible for youth in development projects in the field. Experience must include technical advisory, program development, curation of resources, and training/staff development specific to youth programs.
