**Job Responsbilities
**HR Functions**:
- Develop and implement HR strategies and initiatives that align with the overall business goals.
- Serve as a liaison between management and employees, addressing demands, grievances, and other workplace issues.
- Oversee the development and monitoring of HR systems, tactics, and procedures across the organization.
- Foster a positive and productive working environment that supports employee engagement.
- Manage the performance appraisal system to ensure it drives high performance and accountability.
- Provide management with HR metrics and data-driven insights to support decision-making.
- Represent the organization in collective bargaining and negotiations with unions.
Ensure compliance with all legal requirements in HR management, including adherence to employment laws and regulations.
**Purchasing Functions**:
- Develop and implement purchasing strategies that align with the company’s business objectives.
- Review and process purchase orders, ensuring they meet specifications and organizational requirements.
- Identify and engage potential vendors, negotiating contracts to secure favorable terms.
- Stay updated on purchasing technology trends and oversee their implementation as necessary.
Evaluate vendors based on quality, timeliness, pricing, and service to ensure the best sourcing practices.
**Job Requirement**
- Bachelor’s degree in Human Resources, Supply Chain Management, Logistics, or a related field with at least 5 years of experience in a similar role.
- Proven experience in HR management and purchasing, with a focus on people-oriented and results-driven approaches.In-depth knowledge of Ministry of Manpower (MOM) guidelines, employment laws, HR, and purchasing best practices.
Under the revised Employment Agencies Licence Condition 5(b), employment agencies (EAs) are required to collect the personal data (e.g. NRIC, FIN) of applicants referred to employers for permanent or contract job positions of at least 6 months with a fixed monthly salary of $3,300 and above. PDPA requirements on collection, use and disclosure of personal data are not applicable to EAs that are collecting such information, as it is a regulatory requirement.
