
Learning & Development Manager

**Responsibilities**:
- Analyse and develop L&D frameworks and programs based on the company’s needs to enhance internal capabilities of the workforce.
- Work with business units to conduct training needs analysis to identify, review and address learning gaps
- Liaise, co-ordinate and administer training and development activities with internal and external stakeholders to manage training schedule and programmes, including logístical set up for Face to Face (F2F) and hybrid training programmes.
- Management of training database and records including the maintenance of updated Technical Certifications/Skills of the Professional Workforce
- Analyse pre/post training programme evaluations and prepare evaluation progress reports for periodical management updates
- Good working knowledge to leverage on training grants and subsidies offered by the Singapore Government. Manage all funding related matters with WSG/SSG
- To take charge of existing Centre of Excellence (COE) - collaborate with department leads and external Institute of Higher Learning (IHL) to develop existing Apprentices/Trainees to meet the objectives of various apprenticeship programs under COE
- Chart the progress and development of Apprentices’/Trainees’ career growth within the CEO traineeship programs
- Develop, review and execute new talent attraction strategies and initiatives, particularly in new Work-Study Programmes with IHL, to harvest and grow promising young tech talents
- Working with IHLs and Business Partners, plan, execute talent outreach initiatives and events (e.g. information sessions, open houses) to market career branding, awareness and interest in joining the Company’s COE or internship placements.
- Oversee organisation development initiatives such as employee engagement programmes through management dialogue sessions, communication platforms and other events.
- Participate in HR-led events, initiatives and any other corporate projects and duties as assigned by management.
**Requirements**:
- Minimum Bachelor's Degree or Diploma in any discipline
- Min 5 years’ experience in similar role
- Proven skills in managing multiple projects in a rapidly changing and fast-paced environment
- Hands-on individual with ability to work independently and collaborative across teams to deliver results
- Experience in owing business outcomes for L&D initiatives
- Strong communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders
- Resourceful and proactive
- Excellent Analytical and Information Management skills
- Strong understanding of talent development and competency models, competitive market awareness and online/social media
- Passionate in people development and engagement
- Meticulous attention to detail
- High Proficiency in English

**Salary**: $3,500.00 - $6,900.00 per month
