Singapore OSM SHIP MANAGEMENT PTE. LTD. Full time

The Assistant Marine Manager shall coordinate the marine operations of vessels and act as support to the Senior Marine Manager / Marine Manager and/or the General Manager, Fleet in matters related to marine operations, HSQE and security.
- Treat safety and environmental compliance as a top priority.
- Contribute to the achievement of the company’s KPI figures.
- When the Assistant Marine Manager is on board vessels, he/she may act - at the Master's discretion - as an advisor on matters concerning navigation, mooring, and cargo operations.
- The Assistant Marine Manager shall ensure a good dialogue and cooperation with all parties involved in the vessel operations.
- Treat safety and environmental compliance as a top priority.
- Contribute to the achievement of the company’s KPI figures.

**Key Responsibilities and role(s)**
- Represent the Company in external Marine matters
- Act as Company Security Officer in accordance with ISPS code
- Maintain and monitor company KPIs
- Maintain and monitor vessel database in OCIMF, Q88, Rightship and Owners portals
- Keep General Manager and/or Fleet Manager informed about marine matters in absence of the Senior Marine Manager / Marine Manager.

**Marine Operations**
- Ensure that cargo and ballast procedures are properly implemented onboard and verify cargo and/or ballast plans for compliance with all safety aspects.
- Ensure, in cooperation with HSEQ, that Navigation practices/procedures meet industry standards and are effectively implemented through the implementation of suitable controls,equipment and training.
- Monitor vessel operations for compliance with the Company's policies and procedures, ensuring that it is effectively implemented onboard.
- Ensure that practical procedures to meet the Company’s Objectives and Policies are implemented and revised as deemed necessary.
- Coordinate and Arrange for Vetting Inspections such as SIRE, CDI & RightShip in Fleet originating from the Singapore Administrative office and follow up on the closure of findings.
- Coordinate Flag State Control (FSC), Port State Control (PSC) and United State Coast Guard (USCG) inspections and respond to deficiencies observed during these types of inspections.
- Ensure compliance with MARPOL and OPA-90 concerning vessel operation.
- Coordinate registration and take over or hand over of vessels.

**Health, Safety, Environment and Quality**
- Monitor compliance with the documented business processes and company’s SMS on board and ashore.
- Carry out incident investigations.
- Responsible for the registration and follow up of Non-Conformities and planned Corrective Actions.
- Assist in preparing new procedures in cooperation with relevant departments.
- Prepare inputs from Marine Department for Management Review.
- Participate in the development of OSM objectives and policies related to HSEQ and monitor that these are adhered to.

**Required Qualifications & Experience**
- The position requires that the holder has a background as a Master Mariner or has extensive experience as a senior officer on a specific type of vessel in the fleet or similar experience ashore.
- The position further requires that the holder has the competence to conduct vessel internal audits related to the company's SMS and is conversant with the ISM and ISPS codes.
