
Senior Manager, Talent Management

**Position Overview**:
Integrated Health Information Systems (IHiS) is the Ministry of Health’s IT arm that digitises, connects, and analyses Singapore’s health ecosystem. Our aim is to improve our population’s health and health administration by integrating intelligent, highly-resilient and cost-effective technologies through process and people.
As a Senior Manager, you will be responsible for partnering the business in terms of the learning & development matters, supporting the team's capability development as well as participating in Organisational Development initiative.
**Roles & Reponsibilities**:
**1. Learning**
- Support in the training and professional development of all staff through the analysis of role based learning needs, design and development of learning tools and the deployment of the learning interventions
- Responsible for both coordination and facilitation of learning programmers from the administration, logistics arrangements to external vendor management
- Collaborate with internal business SMEs and external training providers to co-create, design, plan, organize and deliver various competency based training to support business objectives and future aspirations
- Source, evaluate and procure suitable training solutions to meet learning requirements
- Liaise with various government agencies to identify and develop courses that are applicable for government funding by WDA, SDF and SRP, etc.
- Track learning impact and metrics for management reporting
**2. Talent Management & Succession Planning of HiPOs**
- Support in the design and implementation of the organization’s talent management framework and review cycles through the enterprise’s Talent Councils
- Develop detailed profiles on existing and potential employees in support of planning and management decision making for enterprise wide leadership and critical role succession based on information derived from industry recognized and comprehensive assessment tools and approaches
- Accountable for devising and advising on the career development plans that will enable the talents to develop new capabilities in aid of their career progression as well as presenting them with internal opportunities that stretches their exposure, executive visibility and potential within IHiS and the Public Healthcare sector / agencies
- Review and track talent metrics for management reporting and in ensuring a deep and sustainable talent and succession pipeline
**3. Organizational Development**
- Lead, support and project manage the development and execution of enterprise wide OD initiatives for the development of the company’s culture, values and management of change towards IHiS’ Learning and Innovative organisation aspirations.
- Network, support and drive all relevant change management processes in partnership with Business Leaders, HRBPs and the enterprise Change Office
- Manage, support and monitor assigned business’ employee engagement endeavor with reference to data and analytics derived from feedback not limited to the company’s Employee Engagement Survey
- Monitor and ensure that the OD budget is utilized effectively and efficiently.
**Requirements / Qualifications**
- Degree with more than 10 years of working experience and exposure in Talent Management, Organisation Development and Learning & Development
- Proven experience in program facilitation for adult learners and post graduate qualifications in the areas of Talent Management, Human Resource Management and Development will be an advantage
- Proven track record in conducting learning needs analysis, curriculum design, program development and learning solutions deployment
- Experience in / exposure to HiPO talent identification, supporting, organising and facilitating talent councils / reviews, tracking the development and career progression of talents
- Involved in / drove enterprise-wide data driven change initiatives and communications from a people and employee value proposition perspective
- Ability to project manage and engage stakeholders at a business leader level
- Have a growth mind-set, energetic, collaborative, able to multi-task and enjoys working in a fast-paced environment with good follow-through and attention to details
