**Duties**:
As a Grants Analyst, GS-1101-13, you will be responsible for:
- Advising on complex grants management issues, providing advice and assistance in an array of sensitive cases and issues.
- Implementing and administering grants management programs within the Department.
- Conducting award management oversight activities by monitoring the use of program funds.
- Managing all aspects of discretionary grant competitions.
- Preparing and reviewing grant and agreement documents.

**Qualifications**:
Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, education, or a combination of the two.
Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience utilizing a grant management system in order to analyze facts and derive solutions to grantee issues.
2. Experience serving as Project Officer managing discretionary and/or formula grants.
3. Experience responding to grantee technical assistance requests for information concerning relevant grant fiscal requirements.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge and ability to interpret federal regulations related to the programs administered by the Rehabilitation Services Administration.
2. Skill in advanced principles, concepts, regulations, and practices governing grants management, as well as analytical methods and techniques, and seasoned consultative skills sufficient to resolve problems not susceptible to treatment by standard methods.
3. Knowledge of compliance and regulatory procedures to evaluate, analyze, implement, monitor, and improve the grant process.
4. Skill in problem-solving to identify and resolve a wide variety of difficult and complex grant administrative issues of problems.
5. Ability to communicate complex information in writing clearly, concisely, and accurately through the development of well-organized and grammatically correct materials containing necessary information such as context, issues, supporting material, and conclusions, as well as graphics, spreadsheets, and tables.
**Education**:
Education can not be substituted for experience at the GS-13 grade level.
