**CORE RESPONSIBILITIES
**HR- Engagement & Culture**
- Oversees the process of recruitment and retention of competent qualified staff for WE CARE.
- Work with key stakeholders to support processes and plans to ensure alignment of Vision, Mission and Shared Values
- Organize staff engagement initiatives to foster a sense of identity, culture, and pride in the organization among staff. This includes digital communications, staff townhalls, retreats, work-plans, employee engagement surveys.
- Implement staff related change management plans to help staff transit successfully during change projects, including stakeholder analysis, change readiness assessment and sponsor engagement
- Facilitate and guide staff as change agents to build and sustain the quality centric culture.
- Collate and harness staff ideas/feedback to identify areas for improvement and translate them into intervention plans.
- Organize projects and activities to cultivate high performance, team-oriented, people centric, continuous learning, service quality and innovative culture.
- Review and implement HRM policies and practices with the goal of optimizing talent retention and employee satisfaction.
**Organization Effectiveness**
- Support the development, implementation and improvement of the processes, structures, capabilities, and capacity needed to enhance the effective operations of WE CARE in the new digital transformation
- Work with Management and teams to conduct internal HR/organization's diagnosis to identify gaps and propose intervention plans
- Collect and analyse data to provide fact-based recommendations and measure progress on the impact of the intervention plans to ensure effectiveness. Provide periodic progress updates to Management and external stakeholders where necessary.
- Facilitate meetings and workshops for Management and teams in ensuring process alignment and providing solutions for areas for improvements in HR/organisational health.
**Community Engagement**
- Administer and organize regular activities/Community of Practices to engage the participants of community Interest Groups
- Identify knowledge gaps and deliver relevant intervention to address organizational knowledge sharing and dissemination requirements.
- Conduct relevant benchmarking exercises and comparison studies with industry best practices to improve performance.
- Deliver regular internal broadcast to share on good corporate practices via e-newsletters or equivalence to staff.
- Research and contextualize relevant methodologies and implement them to support the organization's needs.
**Financial and Governance management**
- Responsible for the financial integrity of WE CARE, proposed annual budgets and oversee preparation of financial reports, which accurately reflect the financial condition of the organization and submission to the relevant authorities to meet statutory and funding requirements.
- Responsible for fiscal management that generally anticipates operating within the approved budgets, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
- Assist the Board and the ED to meet all legal and financial requirements and full compliance with Charities Act regulations and governance and statutory requirements
- Manage Finance and Admin team, including direct supervision of daily financial and admin operations, preparation of annual budgets, financial reports, donations, funding and grant submissions, reports, and disbursements.
**IT and PDPA management**
- Oversight and planning of agency IT systems, assets, policies and procedure; including the appointment and management of IT, security vendors.
- Perform the role of Data Protection Officer
- Donations and Grants Management
- Oversee the donation process and to ensure proper accountability of all public donations and grant submissions.

**Technical Competencies**:
- Degree holder of related discipline
- Minimum 3-5 years’ experience in organisation development; preferably with leadership role in an SSA or related field
**Core Competencies**:
- A multi-tasker with good leadership skills
- Passionate about making a positive difference.
- Empathy and compassion, especially for persons with mental health challenges
- Strong analytical, interpersonal and communication skills
**Preferred achievements / characteristics**:
- Individuals with senior management experience looking for a career switch will also be considered
- Experience in volunteering in the social service sector is preferred
- Attention to detail with a hands-on attitude
- Team player and people-oriented person
