Roles & Responsibilities

The Head of Corporate Development & Human Resources (CDHR) Department in Singapore Discovery Centre (SDC) will plan, lead, direct, develop, and coordinate the full spectrum of HR policies, management systems, activities, and staff of the HR department, ensuring legal compliance and implementation of the organisation’s mission and talent strategy. This is a 2-3 year contract position with possibility for permanent position if assessed to be suitable.

**Responsibilities**:

- Collaborate with senior leadership to understand the organisation’s goals and develop strategies related to staffing, recruitment, retention, professional development and talent management.
- Plan, lead, develop, coordinate, and implement policies, processes, career management frameworks, initiatives, and surveys to support the organisation’s human resource compliance and strategy needs.
- Oversee the full spectrum of HR operations, including but not limited to recruitment, pay and compensation, leave and benefits, training and development, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition, as well as health and staff wellness management.
- Identify staffing and recruitment needs, scan the environment, plan and drive the development of the corporate identity and value proposition for the positioning and branding of SDC as employer of choice, develop and execute best practices for hiring and talent management.
- Develop and manage the talent and performance management systems, including regular reviews of the systems and processes to ensure they remain relevant, maintaining an equitable system for ranking, promotion and career progression to attract, develop and retain talents.
- Formulate, operationalise and regularly update the training framework in SDC, as well as oversee the development and planning of all key and milestone competency development programmes for all employees, engaging training partners to establish various training avenues to meet functional, core and specialised competency training needs.
- Conduct research and analysis of organisational trends including the review of reports and metrics from the organisation’s human resource management system (HRMS) and findings from organisational climate surveys.
- Monitor and ensure the organisation’s compliance with employment laws and regulations, and recommended best practices, conducting reviews and modifications of relevant policies and practices to maintain compliance.
- Conduct manpower planning to determine SDC’s manpower needs, develop and allocate HR budget in accordance with the organisation’s manpower strategy, compensation and salary review plans, establish HR budget control mechanism and monitor utilisation.
- Performs other duties as required.

**Requirements**:

- Bachelor or Master’s degree in business administration, Human Resources or in similar fields.
- 10 years of Human Resources and/or Corporate Development experience and 5-10 years of Directorial/Managerial experience preferred.
- Possess strong analytical skills, able to see patterns, able to think fast and a robust decision-making ability.
- Highly resourceful, self-motivated and able to work with different stakeholders and to remain calm and composed under pressure.
- Excellent organisational and time management, written and verbal communication skills.
- Highly strategic and diplomatic with a combination of both focus and flexibility and willing to play an active, behind-the-scenes role.
- Possess initiative to pre-empt, identify and solve problems faced by the business, team or members of the community.
