**Duties**:
**This is a remote position. The salary range listed depicts the range covering the lowest locality level, up to the highest locality level. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s). The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
- Analyze financial capacity and history, business plan, management capacity, community development goals, and other elements to determine qualifications and risks associated with an applicant and/or awardee's ability to effectively use a community development award.
- Develop Program estimates by identifying phases and elements, personnel requirements, and costs.
- Implement change management processes including documenting initiatives to include costs benefits.

- Must be U.S. Citizen or U.S. National.
- A one-year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.

- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

**Qualifications**:

- You must meet the following requirements by the closing date of this announcement.**SPECIALIZED EXPERIENCE**:For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service**.** Specialized Experience for this position includes at least TWO of the following:

- **Experience working at a certified community development financial institution (CDFI) or affordable housing or community development organization; OR**:

- **Experience with working in Federal grant/loan programs management related to community development or affordable housing; OR**:

- **Experience leading community development and/or affordable housing projects which involve managing multiple processes and stakeholders; OR**:

- **Experience analyzing the financial safety of community development financial institutions, conducting policy analysis for community development projects, or feasibility analyses of community development projects; OR**:

- **Experience evaluating and documenting financial performance of community development financial institutions (CDFIs) or affordable housing projects based on analysis of financial statements; OR**:

- **Experience providing technical assistance or consulting services to underserved communities (e.g. homeownership counseling; teaching financial literacy skills or business skills); OR**:

- **Experience in grant writing, grant evaluation or grant making for federal community development and/or affordable housing projects.**
