
Program Analyst

**Duties**:
- Reviews reports and compliance reviews from the Office of the Inspector General (OIG), Government Accounting Office (GAO) and others to determine the implications of the audit findings.
- Identifies a resolution path, provides analytic support for resolving audit findings through the preparation of position papers, researches legal and contractual or complicated issues, and provides an assessment and recommended approaches based on the implications and financial impacts of the audit findings and resolution options.
- Maintains tracking information in OPM systems and/or spreadsheets. Also conducts audit follow-up and resolution activities to ensure timely and responsive corrective action as well as compliance with Office of Management and Budget (OMB) Circular A-50, Audit Follow-up, the Inspector General Act, and other governing laws and regulations.
- Prepares Contracting Officer's resolution letters as well as position papers, research reports and analytical memoranda relating to audit reports, findings and financial components of contract administration.
- Arranges and leads meetings with carrier, management, contracting office and other stakeholders to review open recommendations, corrective action plans, and the evidence for audit closure, so as to ensure that the next steps to reach closure are clearly communicated and achievable for all involved in the audit.
- Monitors, evaluates and reports ARC performance, internal control and other activity and trends regarding the Federal Employees Health Benefits (FEHB) Program, Federal Employees' Group Life Insurance (FEGLI) Program, Federal Flexible Spending Account Program (FSAFEDS), Federal Long Term Care Insurance Program (FLTCIP) and Federal Employees Dental and Vision Insurance Program (FEDVIP).
- Makes recommendations and proposes actions or initiatives concerning possible changes in carrier contracts or other guidance

**Qualifications**:
**For the GS-12**:You must have at least one year of specialized experience at the GS-11 grade level in the Federal Government (or equivalent) performing **_ALL _**of the following:
- 1. Reviewing and evaluating reports, spreadsheets and submissions by insurance carriers or other external stakeholders.
- 2. Reviewing and analyzing program design, carrier types, and/or contracting;
- 3. Knowledge or familiarity with the Federal Employees Health Benefits (FEHB) program, Federal Employees' Group Life Insurance (FEGLI), Federal Flexible Spending Account Program (FSAFEDS), or Federal Employees Dental and Vision Insurance Program;
- 4. Initiating and developing oral and written updates and responses to various stakeholders on audit findings and resolution issues in meetings, conferences and pre-settlement negotiations; AND
- 5. Performance of assignments that include managing multiple competing priorities and creating project plans, corrective action plans, and/or formal resolution paths to complete assignments in a timely manner.

**Additional information**:
