Singapore US Office of Personnel Management Full time

**Duties**:

- Establishing and maintaining relationships with key stakeholders to ensure systems, processes, and policies meet their needs.
- Developing business requirements, timeframes, and priorities for development of web-based systems that support Healthcare and Insurance programs, as well as coordinating the testing, deployment, and enhancement of those systems.
- Researching, analyzing, identifying impacts, making recommendations and proposing actions to management and leadership concerning issues affecting HI programs.

- Suitable for Federal employment, determined by a background investigation
- May be required to successfully complete a probationary period
- Complete the initial online assessment and USAHire Assessment, if required
- This position is eligible for inclusion in the bargaining unit.
- if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32.
- if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.

**Qualifications**:

- For the GS13: You must have one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent (obtained either in private or public sector) which demonstrates ALL of the following:

- Assisting in implementation of business process improvements and communication strategies; Drafting operational policy for a health insurance or other benefit program;
- Participating in product or systems development and testing teams;
- Drafting sub-regulatory guidance or training material regarding operational matters; and/or
- Working with multiple stakeholders on programmatic/operational requirements.

You must meet all qualification and eligibility requirements by the closing date of this announcement.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Relocation expenses will not be paid.
