Manager/senior Mgr/asst Director

The Maritime and Port Authority of Singapore (MPA) is the government agency tasked to develop Singapore as the premier Global Hub Port and leading International Maritime Centre. You will be part of a dynamic team that catalyses the transformation of the maritime industry, through the development of a vibrant innovation ecosystem with strong technological capabilities, and an agile and competent workforce equipped with a global mind-set.

You will be part of the Maritime Transformation Office which drives industry-wide transformation to achieve competitiveness and build new capabilities in digitalization and decarbonization. The officer will analyse and measure trends in the maritime industry and workforce and formulates targeted strategies to facilitate industry transformation using a data-driven approach. You will work closely with key stakeholders such as government agencies, industry associations, unions and industry players to devise, customise and administer initiatives to catalyse innovation, drive productivity and enhance the skills of the maritime workforce. You will work with government agencies to ensure that MPA’s transformation efforts are aligned with national-level efforts to strengthen the economy according to the Industry Transformation Map under the Ministry of Trade and Industry.

The role of the Manager / Senior Manager/ Assistant Director of the Maritime Transformation Office includes (but is not limited to):
1. Conduct environment scans to identify trends and emerging issues that have an impact on the maritime industry, and the resulting challenges and opportunities faced by maritime companies.

2. Work with senior management and stakeholders to conduct in-depth analysis on core issues facing the maritime industry to drive hypothesis formulation and determine key datasets required to solve these issues. This includes:
a. Define data points to collect, blend and conduct analyses on data from various sources to interpret and draw meaningful insights to formulate and/or revise strategies and relevant KPIs/targets to achieve the desired industry outcomes.

b. Device, deploy and maintain large datasets to support business use cases such as monitoring, reporting and forecasting.

3. Conduct industry-wide studies and engage companies to gather data and understand industry pain points and use the data for evidence-based policy making.

4. Devise plans, initiatives, programmes and measures to support the implementation of the maritime transformation strategies.

5. Monitor and review the progress of the implementation of these strategies and provide data-driven updates to senior management or other government agencies where required.

6. Collaborate with internal expert teams to perform policy impact evaluation studies and/or implement effective data analytics solutions.

7. Design and build market intelligence models and dashboards for management reporting.

8. Co-ordinate and manage related steering committee meetings and industry workstreams to drive transformational efforts.

**Requirements**:

- Relevant training or minimum 1 year of relevant work experience in data handling, data science or analytics, including statistical analysis, data visualisations and predictive modelling.
- 2 years of data-related working experience in the Singapore public sector, especially in strategy development, manpower planning and industry development functions, will be an advantage.
- Strong foundation in Python, R or other tools for statistical analysis.
- Excellent communication skills (including written and presentation skills) and the ability to convey complex ideas in simplified format.
- Strong analytical skills, able to translate broad concepts or data trends into policies and strategies.
- Resourceful and can work effectively with multiple stakeholders.
- Ability to work independently as well as in a team.
