Texas Instruments in Singapore is seeking a Trade Compliance Manager. This role will be based in Singapore and may require travel to other parts of Asia as well as the US. The primary responsibilities for this role include:

- Ensuring complete compliance with Export/Import laws in the context of TI operations in Singapore, including overseeing preparation and submission of documentation, obtaining of requisite licenses/registrations, maintenance of statutory records etc.
- Interfacing with:

- Key Singapore government agencies, such as Singapore Customs and other Singapore agency officials, at all levels for daily operations. Leadership role in growing the relationship between TI and key officials, influencing existing government processes for ease of business/improved cycle time, resolving occasional disputes, etc.
- TI Trade Compliance colleagues at the global & regional level, including TI’s Trade Counsel. Includes active participation in Asia regional Trade Compliance meetings
- TI management in Singapore and globally
- TI Business Unit personnel
- 3rd party representatives and suppliers of trade compliance services
- In-house and external counsel in respect of the management of litigation or administrative proceedings pertaining to customs and similar issues or claims
- Trade Compliance:

- Functioning as the first line of contact for any Trade Compliance questions / concerns / etc.
- Assist Business Unit internal partners with preparation of Export and Hand-carry documentation
- Actively enforce compliance by TI personnel, contractors, suppliers and distributors with Export/Import activities US and Singapore Strategic Goods (Control) Act (SGCA) including but not limited to the U.S. Export Administration U.S. Department of Commerce.
- Exercise authority to stop shipments and hand-carried materials that potentially violate international trade regulations
- Maintain documentation of policies, procedures, and processes for site Export / Import operations, including the Compliance Control Program (CCP) / ICP
- Conduct TI Singapore based audits / risk assessments to ensure processes, procedures & operations are in compliance.
- Conduct site Export / Import Compliance awareness training
- Administer the Site Visitor Program
- Provide trade compliance review and approval of local contracts / agreements.
- Responsible for obtaining local government licensing and timely reporting

Supporting and secondary responsibilities may include:

- Strategy: Develop effective trade compliance/logistics strategies in collaboration with other TI managers in TI Singapore, and globally.
- Sales & Marketing Support office locations: develop, deploy, and improve existing, scalable processes in support of TI strategy.
- Collaborate with TI Singapore Law Department personnel to influence governmental regulations regarding trade compliance / logistics to improve cost, non-tariff barriers, cycle time, and ease of business.
- Support to TI global locations for clearance on customer shipments into Singapore

**Special Consideration**:A high degree of proper care has to be taken to ensure that the discharge of all job functions is always fully compliant with the provisions of the US Foreign Corrupt Practices Act. Only persons with a high degree of personal integrity and a proper understanding of such issues would to be considered for the position.

**Required experience and qualifications**:

- Minimum of 4-5 years’ experience in export / import compliance matters. Ability to “hit the ground running” in this position, with almost immediate impact.
- BES/B Tech MS degree Technical preferred, but not required (though a relevant graduate/post graduate qualification is a must).
- Knowledge of US Export Administration Regulations is preferred.
- Knowledgeable in fundamental requirements of Export and Import transactions, particularly rules involving:

- Shipping and hand-carry guidelines
- Understanding of classification schemes—Export Control Classification Number (ECCN) and Harmonized Tariff Schedule (HTS) codes, to include knowing “who” to contact.
- Understanding of Export licensing rules
- Familiar with Country of Origin rules
- Recordkeeping requirements
- Will need to quickly become knowledgeable in TI regarding these key areas:

- Standard Polices & Procedures
- Business unit’s products, materials, tools, equipment and manufacturing flows; as well as understanding the technology transfer
