The Singapore based Asia Regional Office (ARO) of Vital Strategies drives regional business development and partnerships and serves as a regional management hub with functions such as administration, finance, and grants. The office also provides oversight support, engaging technical experts, while managing a diverse workforce spread throughout the region. The ARO helps ensure that programs and projects are coordinated, providing a shared knowledge base, and ensuring that best practices and lessons learned are disseminated between projects across the region.

**The Position**:
The **Program Technical Officer **is a full-time position based in Singapore that will report to the Director, Asia Pacific, Tobacco Control, the Program Technical Officer shall provide support in program development, implementation, communication, and capacity building for the Tobacco Control program in the Asia Pacific region.

**Duties and Responsibilities**:
**Technical**
- Provide technical support to stakeholders and partners to implement and monitor Tobacco Control programs in the region
- Develop technical notes and policy papers on various aspects of public health interventions including tobacco control, NCDs prevention, One Health
- Promote and contribute to the development of the Tobacco Control grants programme, including representation at external events as required
- Provide technical assistance to the Asia Pacific Cities Alliance for Health and Development in implementation of tobacco control, NCDC and other public health programs

**Program reports**
- Coordinate with Tobacco control in-Country partners in Asia Pacific to develop monthly progress reports.
- Collate and submit monthly/quarterly and annual program reports to the Director, Asia Pacific, Tobacco Control
- Contribute to the assessment of tobacco control activities and their impact in the region

**Program Administration**
- Record/transcribe conference calls, prepare minutes, and distribute to partners for actions
- Coordinate/ Organize meetings with Tobacco Control and NCDs government and non-government partners in Singapore and the Asia Pacific Region

**Capacity Building**
- Support to organize and manage technical trainings at the country and regional level
- Develop training needs assessments, reports, and training plans

**Communication**
- Support to develop press notes, media statements, stories on tobacco control, NCDs and share them with media and stakeholders in the region

**Other duties**
- Perform other relevant duties as required by the Director, Asia Pacific, Tobacco Control

**Qualifications**:
**Education and Experience**:

- Bachelor’s degree in public health, public policy or a relevant field of study

**Skills & abilities**:

- Comprehensive project management skills, with the ability to make sound, informed judgements
- Strong interpersonal skills, with demonstrated ability to develop and maintain a collaborative relationship with internal and external partners
- Outstanding written and spoken communication skills

**Experience Required**:

- Minimum of 5 years of professional work experience
- Minimum 3 years’ experience in global public health and the field of Tobacco Control in Myanmar, Cambodia, Vietnam, Indonesia, Nepal, and Philippines

**Experience Preferred**:

- Strong understanding of municipal government structures and policymaking in relevant geographies

**Working Conditions and Physical Requirements**:
