**What the role is**
- HR Services Centre (HRSC) is a new shared services set-up in the Ministry of Home Affairs HQ, that aspires to provide quality HR services for the workforce of MHA. We aim to innovate to deliver HR services professionally and with a heart, in partnership with Home Team Agencies and other stakeholders. There are six branches in HRSC. This post is under the Personnel Services Branch, which oversees HRSC’s performance and governance, service experience, and HR systems in MHA. The jobholder is responsible for the administration of awards, welfare benefits and provisions to MHQ and HTDs. He/she will need to deliver timely and quality services, in accordance with the service level agreement and in compliance with policies such as Instruction Manual (IMs) and other prevailing guidelines and directives.
**What you will be working on**
- Awards - Generate and process annual and ad-hoc Civil Service Long Service and Special Appreciation Awards (LSA & SAA) for MHA officers. o Data preparations with close monitoring on screenings and exclusions to ensure the eligibility lists are prepared efficiently. o Check computations for exceptional cases to ensure accuracy - work with HRSC/HRMG counterparts to address information/data gaps affecting officers’ Years in Service (YIS) computations for LSA & SAA o Monitor LSA & SAA statuses and payment for officers with withheld awards. o Updating records of other awards for MHA officers (Eg. STAR Service, Phoenix Award) Welfare Provisions - Perform various procurement, billing and payment functions (raise AOR, PR, PO, perform goods receipt etc.) via available systems and ensure timely service delivery and/or service recovery measures. - Attend to service lapses and manage the service recovery process. - Manage the Corporate Card Booking process for MHQ and HTDs and oversee enhancements of the Corporate Card Management System Insurance - Process and handle all queries or service requests in a professional and timely manner, and in accordance with the Service Level Agreements (SLA). - Initiate the billing and payment process for MHA Group Insurance Scheme through relevant headcount reports from HRP and working closely with HRMGs for manhour reports.
**What we are looking for**
- ₋ Excellent communication, writing and problem-solving skills ₋ Meticulous with strong critical thinking and analytical capability ₋ A good team player who is also able to work well independently ₋ Able to multi-task and work under extreme pressure with tight deadlines ₋ Proficiency in Microsoft Office Excel, ILMS system, SAP system or HRP/HRMS system would be an advantage ₋ Prior knowledge in awards administration and/or procurement function would be an advantage.
