Overview

The mission of the Youth Preventive Service (YPS) of the Health Promotion Board (HPB) is ensure every child is a healthy child by promoting good health through early detection and intervention. The Youth Preventive Health Service Division (YPHS) is one of the 3 divisions under YPS. The services provided by the YPHS include health screening, immunisation and lifestyle intervention for the children and youth in Singapore. YPHS has 4 departments namely School Health Service, Student Health Centre, Student Wellness Service and Nursing Service. You will be a part of YPHS’ Administration team, that provides administrative support to ensure that all services and programmes under YPHS run smoothly and are streamlined to ensure that we provide quality services to all students in Singapore.

Reporting to the Senior Manager of SHC, the manager is responsible for vaccine management and service improvement to ensure efficient operations of Youth Preventive Health Service YPHS), comprising the School Health Service, Student Health Centre and Student Wellness Service. This includes maintaining a timely and accurate inventory of vaccines required by the departments to ensure all business operations are able to achieve their objectives efficiently and effectively and looking into the processes to improve service delivery of various departments in YPHS.

**Responsibilities**:

- Responsible for monitoring and managing the vaccine supplies to SHS and SHC, actively seeks ways to improve current processes, utilisation for better effectiveness and efficiency.
- Prepare detailed reports on stock levels
- Build relationships with clinical staff to manage vaccine inventory, expiry dates (for exchange of vaccines), delivery schedules of vaccines for the clinical teams on the ground.
- Assess needs and usage patterns of vaccines & its related supplies needed for the vaccination programmes and work with nurses to estimate quantity of vaccines to be ordered
- Promote mutual understanding and share common goals when working with the Procurement team to order new supplies when stock level is low avoiding insufficient or excessive surplus.
- Collaborate with warehousing agents to ensure that business goals are achieved.
- Collaborate with the SHS field teams and SHC on the documents related to vaccine management for shredding and liaise with HPB Admin for the annual disposal of documents.
- Manage the engagement, expectations and demands of external stakeholders (i.e. MOH, MOE and corporate partners), demonstrates political savviness to navigate complex partnership with MOH and MOE.
- Liaising and negotiating with MOE to increase outreach and promote uptake of programmes such as onsite overweight and vision screening to primary and secondary schools.
- Promoting and branding new programmes e.g. health plan to MOE and establish new and innovative methods to engage and reach out to parents.
- Engage partner divisions in HPB and corporate partners effectively to create useful marketing materials on programmes offered and ensure effective delivery of the marketing materials to the target audience such as educational materials for pre-schoolers to promote healthy lifestyle behaviours.
- Gather and synthesize ground information on care processes and examine care processes thoroughly.
- Actively seeks ways to improve current processes and resource utilisation for better effectiveness and efficiency.
- Makes coordinated changes to drive systemic improvements and support key strategic outcomes.
- Putting up of procurement papers for vendor management in SHC.
- Coordinate the meetings with MOHH for the new ECC building.
- Liaising with the other vendors in ECC for the provision of facilities.
- Calling of tenders and quotation for the purchase of the equipment and other necessary items for ECC.

**Job Requirements**:

- Diploma/Degree in Business Administration or health-related discipline.
- At least 5 years of working experience in managing projects related to planning, implementing and monitoring administrative functions and operations of programmes.
- Demonstrate strong analytical skills and creativity in generating ideas and solutions to complex issues.
- Ability to work well in a team, multi-task and work independently
- Must be a team player and work and communicate effectively with people at all levels.
- Relevant experience in running or supporting vaccination programme operations will be preferred.
