**The Role**:

The GMSAT Team is part of the DPA/Emergency Response/Security Department within the Ship Management division of STASCO Shipping. The GMSAT reports to the Emergency Response Manager/ Global Maritime Security Team Lead / DPA (STS/24) who in turn reports to the General Manager Ship Management (STS/2). Ship Management have functional responsibility for marine security across the Group.

In addition to being part of the GMSAT Team, the role of the role of the Maritime Security Advisor (based in Singapore), Asia Pacific, is to primarily lead, drive and manage the maritime security support to the SIETCO businesses, ship managers and vessels on Shell charter in the Asia-Pacific Region. The incumbent has a dual reporting function to the Regional Marine Manager (STS/91) who in turn reports to the General Manager Shipping and Maritime, APME region (STS/9).

Provision of this support would encompass but not be limited to: Liaising with the STASCO / SIETCO Ship Management Leadership Team and Superintendents, the Technical Managers of third-party companies who have vessels on Shell business, and industry and governmental bodies including OCIMF, IMB-ICC, ReCAAP, Information Fusion Centre, and navy/police coast guard forces in the AP region. It would also include working closely with other divisions within SIETCO T&S including the Ship Quality Assurance Team and the Trading Freight Desks and Commercial Operations.

**What’s the role?**Expectations:

- Determine if company policies, standards and initiatives for maritime security are being complied with and where gaps are identified, to plan effective measures to close, report to managing office and implement such plans.
- Use personal professional judgment and seek guidance from the line management when in any doubt as to the safety and security wellbeing of the crew and vessel, the integrity of Shell’s reputation, the level of customer service provided, or complying with the required industry standards.
- Lead and manage a team of six vessel security inspectors (independent and contracted) to achieve successful conduct of vessel security inspections and vet all security inspection reports drafted by the assigned inspectors. Make decisions to take charge of vessel security inspectors when in doubt of vessel inspection findings. Constantly review existing vessel security clearances to improve efficiency of inspections and effectiveness of vessel security clearance process.
- Provide SME advice on the maritime security situation to vessels (managed and chartered) that transit the high-risk area.

The incumbent is expected to be responsible for the understanding, management and implementation of all Maritime Security procedures, process and protocols intended to enhance the maritime security of vessels in which the Shell Group has an interest. The incumbent will be responsible for the following:

- Lead, plan and supervise the smooth scheduling and conduct of vessels’ security inspections in collaboration with the Freight and Commercial Operations Teams, Technical Managers of third-party companies, vessel and GMSAT agents, and GMSAT inspectors.
- Initiate and approve the GMAS vessel clearance process associated with the security clearance of vessels that are on Shell business (STASCO managed and SIETCO chartered) transiting through High-Risk Area in SE Asia.
- Manage and assess the vessel security measures and approve security clearances for the Technical Managers of third-party companies that have vessels on Shell business.
- Collaborate and partner other functions in STASCO and SIETCO, including the Leadership Teams from Global and Regional Ship Quality Assurance Teams, the Trading Freight Desks and Commercial Operations in managing the assurance process for the security assessment of vessels.
- Deliver and coordinate with the STASCO and SIETCO Shipping and Maritime Leadership and Marine Teams by establishing the maritime security intelligence and sense-making for business decisions.
- Manage and drive APME contributions to the build-up of the global maritime intelligence picture and disseminating to the senior leadership EVO/VP/DLT for awareness.
- Manage and deliver the relevant intelligence/security information to vessels (managed and chartered) on Shell business, including the provision of intelligence update briefings to vessels prior to voyage departure.
- Manage and educate the shipping industry (Technical Managers, Shipping Associations and Security Monitoring Agencies) and maritime academies by sharing maritime security trends, case studies and best management practices.
- Manage and report maritime incidents, trends, and analysis to the Corporate Security Managers in AP region.
- Disseminate weekly piracy updates to ship management divisions and T&S business.
