**JOB PURPOSE**
The Head of Mental Health & Counselling Services (MHCS) is responsible for active leadership in the administration, planning, implementation and evaluation of HealthServe’s mental health services. These services fall under three key pillars — Mental Health & Wellness Education, Counselling, and 24-Hour Crisis Helpline.
Reporting to the Deputy Executive Director (Dy ED), the position involves supervision of professional and support staff, budget administration, formulation of department policies and procedures, as well as strategic planning in alignment with the organisation’s mission and vision.
**RESPONSIBILITIES**
Provide effective and appropriate mental health services to the migrant workers’ community by planning, organising and deploying counselling, training, and educational outreach programmes
Oversee daily operations and administration of the MHCS department
Provide supervision and guidance to team leads
Oversee staff and volunteers competency training and ensuring adequate manpower support for all programmes (Education and Crisis Helpline)
Identify emerging areas of mental health needs in the migrant workers’ community and provide strategic forward planning to address those needs
Identify operational risks and implement mitigation strategies
Liaise with stakeholders across public, private and social service agencies to promote and implement the MHCS programmes
- Timely reporting and updates to both internal and external stakeholders for ongoing programmes**COMPETENCIES/ SKILLS**
Organisational management and planning skills in utilising limited resources to achieve exponential reach and impact within the community
Self-starter and able to operate independently with mínimal supervision and guidance
Life-long learner — always curious and willing to further develop oneself
Creativity in exploring relevant resources to build competencies, as some areas of work are undeveloped in the migrant workers’ community
- Strong team player**REQUIREMENTS**
At least four (4) years of managerial experience
Bachelors’ level qualification in Social Work, Psychology or Counselling preferred
Experience in conducting and planning for training
