Introduction

**APAC Project Management Office (PMO) Leader **supports the implementation of strategic & standard governance services working in close alliance with APAC PPM.

PMO is the creator and guardian of methodology, standards and metrics for the Program/Project.

It provides a thorough review and audit of the project management practices ensuring that good, standardized project management practices are being applied to the Program/Projects

PMO Leader as assigned is to streamline methodologies, map out different models, and determine best practices that can be applied into the Program-Project as aligned to Global/APAC Program Management Governance Plan/Methodologies/Tools and Processes

Core Responsibilities
- PMO Leader represents the APAC PPM Leadership in cultivating the PMO disciplines with a close alliance with the Country PPM Lead (CPL) to evident the overall scope and responsibilities as illustrated below.
- Important to note that in the absence of PMO role in the Program/Project - This function, role and responsibilities shall be undertaken the by Program/Project Manager.
- PMO Governance Start-up:

- Within the first 30-Day of the program/project starts:

- Complete Program/Project Governance Operating Manual using a standard template
- Obtain approval of the Manual from Program/Project Manager
- Communicate to Program/Project Team and preset the Manual as a pre-requisite Onboarding Induction for all New Resource onboarded to the Program/Project
- The intent of this manual is to provide a collective working guideline for in alignment with the objectives of CO&A4 Global and APAC PPM. This manual outlines the pre-requisites aiming to promote one way of working, standardization, quality and team discipline to deliver business value through our programs/projects.
- Methodologies and Compliance: Overall accountable for the quality and performance of PMO capability and Program/Project compliance to Standards including APAC-PPM Rules of Governance. Lead to ensure all deliverables of PMO Governance Disciplines and Roles & Responsibilities are in full control. This includes providing strategic advice, guidance, training and coaching to ensure Program/Project Team strict alignment to PPM Methodology, Standards, Tools & Processes including APAC-PPM PMO Toolbox. Must aim to evident below pre-requisites in the Program/Project being 9-Day Start-Green, Start-Up Checklist and Global Essentials
- Program/Project Turn-Green: Uphold high PMO quality of work and credibility and lead to normalize escalation on PMO non-performance. Prioritize alignment to lead with Program/Project Manager on Turn-Green Action Plan
- Program/Project Planning: Liaise with Program/Project Manager on Workstream Microsoft Project Plan (MPP) Ready with update evidence on a weekly basis (ideally every Friday) as a data feed into preparing and maintaining Program Integrated MPP. Follow-thru to report MPP schedule delivery status at Program/Project levels. Prepare and Maintain Fishbone and Quality Dashboard, where deemed relevant
- Metrics & Reporting: Ensure performances and health are measured in the program/projects. Focus on high quality Program SteerCo+ Report based on GPM/PPM Standard Templates with evidence of Program SteerCo+ Minutes of Meeting (MOM) for approval and issuance by the Program/Project Manager. This includes a transfer MOM onto RAID (Risk, Action, Issue and Dependency) Log and lead review for closure. Perform Data Analysis and Dashboard reporting into SteerCo+ (or Workstream Project Levels) as part of supporting Program/Project Managers to introduce a higher standard of statistical or representation of status reporting
- RAID and Lessons Learnt: Lead to review with Program/Project Managers for their registration of risk assessment and contingency reserves. Important for PMO to transfer to PARMA MyRisk (preferrable once a week on Every Friday) if Risk registration is managed outside PARMA. Facilitate activity in all Internal/Customer Governance Review to capture and share continual lessons learned and best practices throughout the program/project duration from the start
- Financial Management: Working in close liaison with Program/Project Manager/Director and Financial Controller. Lead WBS is created aligning to agreed framework from Finance (Global WBS Playbook. This includes action to complete WebCIP compliance with IBC and Forecast are of highest accuracy and completeness towards ZERO Costs of Non-Quality (CoNQ). Actively oversee to control spending and provide consolidated financial status report to Program/Project Manager into SteerCo+. On-time revenue recognition and on-time collection with Program/Project/Finance Manager is important action. Ensure that SteerCo+ Budget-to-Spent Approvals is obtained via Program/Project Manager from SteerCo
