Essential Responsibilities
The senior site manager carries out for GE customers the whole site project turnkey execution of the large combined cycle power plants sold by GE in the respect of health, safety and environment, schedule, budget and contract obligations.
The Senior site manager will drive execution and administrate as P&L construction and commissioning of the large combines cycle power plants (400MW - 3000MW+) project comprising of blocks of 1 or 2 gas turbine & generator and the associated combined cycle part with Boilers, Steam turbine/generator; balance of plant of main steam and water and utilities Balance of Plant(BOP ) with an EPC partner (Turn Key Project model of execution).
He reports functionally to the Field operation manager and operationally to the Project manager.
In particular but not limited to, he will:
- Manage the siteteam: Site Organization, Rules, Timely Mobilization /Demobilization of GE personnel
- Timely adapt/ optimize GE site organization in line with project execution and possible variation of hypothesis
- Provide the focal point contact for the customer, EPC partner; vendor’s; subcontractors on all site related issues, including technical advice, and construction/commissioning execution strategy, to ensure on time and on budget accomplishment of project/customer requirements
- With support of GE staff (Civil, Mechanical, Electrical, Instrumentation & Control and commissioning team) manage field execution including the management of subcontractor(s) (civil work, heavy lift, construction, commissioning assistance ) to ensure all project performance requirements, quality, Environmental Health & Safety (EHS), schedule, and budget are achieved
- Manage site cost within budget; respect GE staff plan budget and subcontractor lumpsum contract, manage cost of quality, local purchasing process.
- Set up EHS plan with EHS manager to ensure respect of EHS and LOTO (Lock Out Tag Out) rules for all site execution involved parties: vendor(s) and EPC Partner
- Develop and regularly update a construction & commissioning strategy shared with site team and project management.
- Review and monitor Site detailed schedule to ensure compliance with the contract requirements; adapt strategy and develop with team mitigation plan when required to minimize slippage and /or over runs.
- Provide on time and accurate site report of execution progress to project management using GE reporting tool.
- Anticipate issues: Identify performance, quality or EHS issues and analyze causes with support site team develop and implement risk mitigation and resolution actions,
- Achieve high customer satisfaction (respect of contract, of quality, of timeline and of adequate reporting)
- Ensure TOP (Turn Over Process: transfer from construction to commissioning) and punch list process properly implemented and timely resolution of punch item with objective of limited outage and zero punch item at COD (Commercial Operation Date)
- Ensure with supports of HR, engineering and team that site is executed in full compliance with local laws, rules and specifications.
- Ensure that existing Lessons Learned are applied and new ones captured
- Mobilize/demobilize GE site facilities, office equipment, utilities, security
- Implement with site purchaser administrator site Construction &Commissioning (C&C) administrative processes in alignment with local requirements,
- Ensure the GE supplied material is properly managed by EPC partner / vendors,
- Ensure the site Quality Program is implemented, with support of the site quality manager and his team.
- Conduct all GE business activities on site in strict accordance with all Company integrity policies
- Ensure GE staff properly and timely administrate field workorders, back-charges, change orders and claim avoidanceas related to field activities in affair win-win approach yet protecting GE interest.
- Initiate if applicable change order process to customer to cover additional necessary works.
Qualifications/Requirements
- Technical Diploma / Bachelor Engineering Degree from a local or internationally recognized university is essential
- At least 10+ years leadership experience in site management; (ideally with both construction and commissioning lead positions) with proven track record of managing multiple projects and cross functional teams in the capacity of site manager is essential
- Experience as a Site Manager within power plant installation and operation of heavy machinery or thermal equipment and maintenance specifically on GE 9HA is a must
- Previous experience in developing construction and commissioning strategy on complex thermal, industrial would be advantageousAbility to demonstrate excellent communication skills as this role will require engagement with cross functional teams and external stakeholders
