**Duties**:
The Program Manager reports to the Director for Permitting, Planning, and Policy. The incumbent applies financial assistance and funding transfer expertise to lead multiple financial assistance programs in support of FAST-41 and the agency's strategic goals. The incumbent manages financial assistance programs including development and timely execution of goals, plans, reports, and budgets.
Duties performed:
- Lead financial assistance programs to Federal, State/local, and Tribal governments, throughout the programmatic lifecycle, ensuring effective programmatic controls and realization of programmatic goals.
- Build and maintain relationships across the Federal financial assistance community, including workgroups and councils, to inform program activities, best practices, and lesson learned.
- Leverage expertise in financial assistance to design new financial assistance programs that meet agency strategic objectives.
- Coordinate with stakeholders including the Executive Office of the President, the Council on Environmental Quality, and the Office of Management and Budget (OMB) to support cross-agency collaboration on funding towards permitting improvements and innovations.

- **Supervisory Probationary Period**:This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

**Qualifications**:
**Specialized Experience**:GS-14**: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
- Analyzing FAST-41 permitting processes to ensure compliance with best practices;
- Using knowledge of federal financial assistance programs (e.g. Title 2 of the code of federal regulations (2 CFR), Office of Management and Budget (OMB) Grant Memorandum, OMB Uniform Guidance) to support program developments;
- Assessing funding proposals against program goals and objectives to recommend effective methodologies; and
- Working with stakeholders to ensure effective management of financial assistance programs.
