As part of the RPG family, the Child Protective Service (CPS) is a statutory service and it leads in child protection policies and processes to safeguard the safety and well-being of children and young persons in Singapore. The science and art of our work remain very much firmly rooted on keeping children safe from harm, working in partnership with families and stakeholders such as the schools, hospitals and other community partners.
The Operations Strategy (Ops Strat) Branch spearheads efforts to transform the CPS into a future-ready and resilient organisation. Specifically, the Data and Tech team supports CPS’s ongoing transformation journey by adopting cutting edge practices to push the frontiers of service delivery and do our work more effectively. The team also seeks to break new grounds in service delivery by identifying new opportunities for digital or technology tools and experimenting such solutions to make a real difference to our colleagues and clients.
In achieving the above objectives, the team adopts an enterprising spirit and agile mindset, partnering closely with other CPS ops teams, MSF departments and external stakeholders (e.g., GovTech, commercial vendors etc.) to unlock actionable insights and value to CPS.

**What you will be working on**
- Data Collection and Cleaning
- Collaborate with other CPS units, or MSF division to identify key operational data points (e.g., ops statistics, macro-outcome indicators), and ensure feasibility of data collection or integration with prevailing MSF IT systems used by CPS, e.g., Social Service Net-RP.
- Maintain data infrastructure critical for CPS, e.g., case management systems, and work with vendors to ensure smooth functioning of the systems and meet prevailing IT governance measures.
- Develop and implement data cleaning and pre-processing techniques to ensure data quality and integrity. This may include producing data dictionaries to ensure common understanding of key data points across CPS, or structures to ensure prompt data entry by operational staff.
- Data Analysis, Visualisation and Reporting
- Communicate data-driven insights and findings through clear and compelling visualisations, reports or presentations to inform decision-making at various levels of the organisation.
- Collaborate with internal stakeholders to develop dashboards or interactive tools that facilitate data exploration and monitoring of key performance indicators.
- Data Security and Governance
- Work with MSF and the broader public service to establish, review and ensure compliance of data governance policies in CPS and its funded agencies.
- Build a culture of data security in CPS where staff are familiar with data classification frameworks and good practices of data security e.g., incident reporting workflow for data breaches.
- Supporting Ops-Tech Development for CPS
- Support the Data and Tech team in exploring new ops-tech solutions to complement operations.

**What we are looking for**
- Functional/Technical Competencies
- Tertiary qualifications in Data Science, Computer Science, Statistics or Mathematics will be an advantage.
- Highly proficient in Microsoft Excel.
- Proficient in statistical and programming/machine learning models such as R, Python or SQL.
- Proficient in data, cleaning and analysis using tools like pandas, numpy or similar libraries.
- Good understanding of data visualisation tools, e.g., Tableau, Power BI.

- Able to work well independently and as part of a team and exhibit strong project management skills.
- A keen interest in social causes and desire to make a difference in the lives of vulnerable individuals and communities.
