The Preventive Health Programme Division aims to develop, drive and execute strategies and programs related to mental health, substance abuse, healthy aging, and communicable diseases for all segments of the population; working with and through partnership with internal and external stakeholders to get Singaporeans to adopt healthier lifestyle and thereby to achieve the Board’s goal of a healthy nation.

**What you will be working on**
- Identify strategic and synergistic opportunities and formulate strategy to push boundaries to grow and chart new ground. - Design, plan, drive and execute programs & initiatives that will support the strategy and deliver the target KPIs. - Work closely with stakeholders and partners in the private, public and people sectors (e.g., APO, AIC, VWOs/NGOs, MOE etc) to formulate, conceptualise and implement health promotion programmes. - Oversee the establishment and management of partnerships with government counterparts that will promote a whole-of-government approach to the implementation of tobacco control policies and programmes as outlined in the WHO Framework Convention on Tobacco Control (FCTC). Work closely with MOH, AGC, MTI and other stakeholders to propose appropriate strategies or modification to existing policies in relation to tobacco control. - Set directions for planning and allocation of Division’s budget. - Ensure prudent utilisation of budget based on planned divisional activities. - Plan and oversee staff’s professional development including succession planning. - Build a team of diverse talents by active sourcing and developing staff. - Ensure effective manpower deployment, performance management and recognition to motivate high performance from staff. - Oversight in defining and establishing project governance to provide a robust framework for risk assessment, vendor management, conflict resolution, and planning of operational checks and controls.

**What we are looking for**
- At least 15 years of relevant working experience, with a proven track record of delivery of results, of which at least 5 years should be in senior management role. - Multi-disciplinary experience in product/business management, marketing, business development, strategic planning and project management. - Demonstrated strong project management/execution skills and expertise; and vendor/partnership management experience. - Strong leadership skills and experience in leading and managing teams. - Strong inter-personal skills and emotional intelligence; and proven track record of building strong stakeholder relationships at various levels. - Experience / exposure to both private and public sector work is useful. - A degree, preferably in health-related science especially mental health; or a post-graduate qualification in public health, mental health, or health promotion.
