**ABOUT THE COMPANY**

**Global Centre for Maritime Decarbonisation (GCMD)**

Global Centre for Maritime Decarbonisation was established as a non-profit organisation in August 2021 following the recommendation of the International Advisory Panel for Maritime Decarbonisation established by Maritime and Port Authority of Singapore in 2020. The mission of this centre is to help the maritime industry eliminate its greenhouse gas emissions by shaping standards, deploying solutions, financing projects, and fostering collaboration across sectors.

This centre is strategically located in Singapore, the world’s largest maritime bunkering hub and second largest transshipment container port and will coordinate regional and global decarbonisation efforts. The centre has so far raised about S$160 million from the Singapore government and the private sector to support its work.

GCMD is currently 12 people strong.

**RESPONSIBILITIES**

The Senior Director, Corporate Services is a member of the leadership team and is the point-person in charge of GCMD’s human resource, finance, governance, legal and IT matters. GCMD has engaged third-party vendors for payroll, accounting and corporate secretary services. The individual in this role will work closely with these vendors to deliver on the responsibilities. Additionally, this position will be supported by two administrative support staff to help execute the following responsibilities:
**Human Resource**
- Oversee and coordinate all HR matters
- Work with the leadership team on organisational planning and development to ensure headcount and skillsets meet the strategic demands of GCMD
- Manage the talent acquisiton process including recruitment, compensation, and benefits, contracting, and onboarding
- Organise and support staff professional development opportunities and compliance training
- Design and manage the performance management process
- Create, improve, implement, and enforce GCMD’s policies and procedures that will improve operational and financial efficiency and respond to strategic and organisational needs
- Monitor employment legislation developments, assess the impact, and develop policies to ensure compliance
- Help establish GCMD as “a great place to work”

**Finance**
- Advise on all financial matters at GCMD
- Working with the leadership team to establish, develop and achieve strategic financial objectives
- Prepare financial projections and ensure GCMD’s strategic objectives are reflected in the projections
- In consultation with the leadership team, produce detailed annual budgets for consideration by the Governing Board
- Manage GCMD’s investment portfolio and liquidity needs
- Manage billing, collection and disbursement of funding, payroll, purchases, and reimbursements
- Prepare quarterly and annual financial statements and investigate any discrepancies or anomaliesEnsure that the financial controls are in place and fit for purpose
- Manage relationships with partners and vendors

**Operations**
- Oversee smooth and effective operations of GCMD including administration matters
- Oversee building and facilities management

**Governance**:

- Ensure compliance with internal guidelines and external regulations, including preparing for and managing audits, and ensuring governance on research and pilot projects
- Act as Secretary to the Board of Directors and the Governing Board; liaise with members, distribute board documents, record minutes, respond to inquiries, and comply with statutory requirements

**QUALIFICATIONS, SKILLS, EXPERIENCE**
- Bachelor's degree from a recognised university
- At least 10 years of experience in senior managerial or administrative position
- Demonstrated ability in organisational oversight, ideally including financial and corporate secretarial/legal skills
- Ability to initiate and cultivate relationships at all levels
- Strong analytical abilities and experience in budget management
- Passionate about sustainability and maritime decarbonisation
