As a Senior Assistant Manager (Hard Facilities Management) in the Facilities and Operations Department, the key job purpose is to assist the Department Head to upkeep the Infrastructure of the School with a comprehensive preventive maintenance regime for all M&E systems. With a robust preventive maintenance regime, it can extend the life span of all major equipment and ensure it to operate in an optimal condition. This maintenance regime can also prevent breakdowns that will disrupt the School teaching and research activities. In addition, this job role must ensure the safe and efficient functioning, maintenance and operation of all buildings, equipment, machinery, systems, and day to day operation of the School.
In addition, this role will need to coordinate the fit-out works of the core and shell spaces of NTU. He/She will need to provide the basic requirements for the fit-out works and as a point of contact with NTU Office of Development and Facilities Management (ODFM), tenant and contractor. He/She will also be part of the Secretariat team of the Space Allocation Committee (SAC) to manage the spaces within the School. To drive the sustainability framework of NTU, this role will have to implement a Utilities Management System to assist in the data analysis of the utilities consumption of the School and to implement measures to reduce the consumption.
Our department is seeking to hire a self-driven and meticulous individual who has the strong ability to multi-task, possess strong interpersonal, oral, and written communication and organisation skills.
**Responsibilities**:
- Accountable for daily activities of facilities management operations through an effective and collaborative partnership with LKCMedicine’s Integrated Facilities Management (IFM) Partner on the delivery of their services. This would include hard services, and Mechanical & Electrical (M&E) systems.
- Develop, implement, review and maintain regime and review Standard Operating Procedures (SOPs) regularly and ensure the building is in full compliance with the regulatory requirements and safety requirements.
- Provide continuous improvement recommendations on a yearly basis for optimizing of existing control strategies and lead in the formulation of SOPs for preventive and corrective maintenance operations
- Plan and supervise a comprehensive preventive maintenance regime to ensure minimum disruption to operation and ensure that the preventive maintenance of all M&E systems is carried as per Contract requirements.
- Liaise with consultants and contractors to ensure all faults/breakdowns to the M&E systems are attended to and recover in a speedy manner.
- Responsible for the contract administration of the respective vendors including conduct regular site inspection, meeting contractual obligations, specification reviews to ensure cost effectiveness and competitiveness.
- Responsible for carrying out minor improvement works to enhance the Infrastructure of the School and calling of quotations to carry out minor improvement works.
- Provide good leadership and work cohesively with various stakeholders on building repairs and maintenance of the facilities management operations.
- Responsible in coordinating the fit-out works of the core and shell spaces of NTU.
- Prepare and manage the yearly operating budget for the Hard Facilities Management.
- Drive Sustainability Framework of NTU at the School through implementing Utilities Monitoring System to analyze utilities consumption of the School and implement measures to reduce the consumption.
- Review data on a monthly basis to identify any abnormal consumption and areas or systems that can optimize to reduce energy consumption. Act as Secretariat team to manage spaces within the School.
- Preparation of management reports and tracking of the IFM vendor KPIs.
- Responsible for calling of new tender for maintenance term contracts and IFM contract.
**Requirements**:
- A recognised polytechnic diploma/university degree in Engineering, Facility Management, or related fields
- At least 8 years of working experience with a minimum of 5 years in facilities management. Preferably with experience working in institutional, educational, research or large scale developments.
- Experienced in procuring, evaluating, and putting up recommendation reports
- Have good analytical skills, is data-driven and effectively incorporate design thinking processes into the workplace
- Knowledge of BCA Greenmark and WSH-Bizsafe requirements will be an added advantage
- Familiar with local Code of Practices, Building and Fire Safety regulations
- Strong technical knowledge in ACMV, Electrical distribution system and Building systems
- Strong stakeholder management skills to build influence and communicate effectively across diverse groups
- Strong team-player, self-starter with strong sense of initiative, with ability to work with ambiguity and agility
