Head of Procurement

**Overall Purpose**
We are seeking a senior leader to Head the Group Sourcing function of Bridge Alliance, to manage the regional procurement strategies and execute group sourcing initiatives. Leveraging the scale and scope of our Bridge Member Operators (BMOs), the Head of Group Sourcing leads and executes various sourcing opportunities covering network, IT, devices, and platforms to drive cost efficiencies, and achieve best price-performance and generate synergistic value for all BMOs. This role will report directly to the CEO of Bridge Alliance.

**Key Responsibilities**
Business Stakeholders Partnership Management
- Lead engagement with the key stakeholders of BMOs such as Heads of Procurement/Business for identifying sourcing opportunities, review strategies and partner with them to drive strategic group sourcing
- Engaging BMOs on a regular basis/conduct workshops to review their sourcing requirements, develop a pipeline of group sourcing initiatives to address the business needs

Category Management and Group Sourcing
- Identify right sourcing categories and sub-categories covering network, IT and devices procurement and develop category strategy through benefit simulation and spend analysis of participating BMOs
- Facilitate and plan all group demand across the participating BMOs in alignment with category strategy and formulate effective tender strategies covering volumes, pricing, tendering approach and award
- Provide market insights, price benchmarking, and expertise while working closely with BMO stakeholders and suppliers

Group Tender Management, Vendor Management and Sourcing Support
- Lead/co-lead tenders/sourcing activities with BMO stakeholders to achieve targeted cost savings
- Drive pro-active engagement with the key vendors and their regional representatives
- Drive cost savings from strategic sourcing (tenders, reverse auctions) and other procurement levers
- Plan and execute internal/execute communications plans to ensure an accurate and timely flow of information to BMO stakeholders and vendors
- Lead, track and monitor the tender teams on the completion of tenders and direct sourcing activities
- Lead/co-lead the negotiation meetings with the vendors for the best and final offer
- Drive frame agreement/ contract negotiations with suppliers with support from key BMO stakeholders

Procurement Governance, processes, and guidelines
- Formulate and maintain procurement processes, governance framework and the guidelines to ensure compliance by all stakeholders throughout the procurement cycle
- Refine guidelines for a successful group sourcing/negotiation outcome and incorporate best practices for new opportunities
- Lead and drive the alignment of processes and systems across the Bridge Alliance Group and strengthen the workflows in the current procurement systems /e-Sourcing tool to increase procurement process efficiency and effectiveness
- Improve procurement dashboard to track critical metrics that determine if Procurement is delivering the required ROI/ cost savings

**Key Job Requirements**
A. Formal Qualifications
- Bachelor’s degree from recognized educational institutions. Preferred disciplines include: Supply Chain, Engineering & computing
- Certifications in the procurement function

B. Knowledge
- Strong knowledge of procurement sourcing, category management, contract law, negotiation skill, and execution skill in operations to drive end to end procurement and payment
- Knowledge of group procurement/ sourcing within a telco group or an alliance environment preferred
- Strong commercial background and a good understanding of different cost drivers, pricing models and cost savings levers.
- Problem-solving, analytical skills and decision-making skills with high integrity and trust

C. Relevant Work Experience
- At least 8 years of global procurement and supplier management experience in the Telecom industry
- Project Management experience in a large-scale project across entities
- Strong strategic view on overall group sourcing strategy to achieve synergies with different telcos
- Leadership experience with good communication skills to set clear direction and influencing skills to drive BMOs to achieve objectives/goals
- Proven track record in running group procurement initiatives with the ability to formulate and implement procurement strategies
- Solid background in strategic procurement sourcing methods, category management concept, reverse auction and forward bidding methodology for the Telco industry
- Experience in the use of e-sourcing tools such as Ariba, Wax Digital
- Evidence of proven success in managing telco suppliers and international contracts
- Proven understanding of various Telco domains, including fixed Network, mobile Network, transmission/transport & IP technologies, devices, IT and 5G

D. Computer Literacy Skills
- Intermediate-level proficiency in Microsoft Excel and Powerpoint
