**Position: Head of Department, Human Resources**
**Who are we?**
Measurement & Verification (M&V) Pte Ltd is an established Energy Services Company (ESCO) accredited by the National Environment Agency (NEA) of Singapore. Our staff strength stands at close to 150, and we are growing rapidly. Our customers include Changi Airport Group, Marina Bay Sands, Airtrunk Data Centres, Capitaland, Mapletree, Singtel DC and Keppel DC. Our energy solutions have also been deployed in various locations throughout Asia, including Malaysia, Myanmar, India and the Philippines.
M&V is a fully owned subsidiary of HK listed company Furniweb Holding Limited.
**What does a typical day look like**
- Based in Singapore and reports to Managing Director.
- Manage a team of HR staff and office administrators based in Singapore and Malaysia. Will be required to travel to our Malaysia office a few times per month.
- Responsible for full HR spectrum management including recruitment, compensation/benefits management, development of policies, employee remuneration package and other aspects for M&V offices in Singapore and Malaysia.
- Partner MD and HoDs to develop and implement HR policies, strategies and processes to retain and attract talent for our growing needs, and to improve our manpower productivity.
- Provide advice on employee relations issues in ways that foster a cohesive and collaborative workplace.
- Conduct annual job grading, salary banding, and annual performance evaluation.
- Prepare employment documents such as letter of employment, increment letters, resignation acceptance letters and disciplinary action letters, etc.
- Maintain accurate and up-to-date HR database, employee records and filing of documents.
- Evaluate the need for employee training and development and make recommendations.
- Internal communications to keep employees informed and motivated.
- Prepare and process monthly payroll, benefit compensation, reimbursement, monthly CPF submission, yearly IR8A submission, and government claims (childcare, maternity claim, NS etc) for local and overseas employees.
- Manage welfare-related events, including company functions, team building activities etc.
- Manage insurance policies, including health, workers' compensation, and liability insurance. Assist with insurance claims and renewal processes.
**Administration**
- Oversee office administrators in our Singapore and Malaysia offices, who manages office assets and supplies, book travel tickets and accommodation for employees.
**Important goals**
- Understand our business needs, be part of management team to set direction and solve business challenges.
- Develop and implement new programs to improve talent retention and attraction.
- Develop and implement new programs to improve manpower productivity.
**Requirements**:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of 10 years of experience in HR and talent management.
- Strong knowledge of HR laws and regulations, including Foreign Work Pass Regulations/Procedures in Singapore and Malaysia.
- Excellent oral and written communication, interpersonal, and analytical skills.
- Ability to handle sensitive and confidential information with discretion.
- Ability to multi-task, plan, coordinate, and follow up effectively.
Pay: $5,000.00 - $8,000.00 per month
Schedule:
- Day shift
- Monday to Friday
**Education**:
- Bachelor's or equivalent (preferred)
**Experience**:
- Human resources: 10 years (required)
