**1. JOB PURPOSE**
Supports the GCCIO and Group Office of Clinical Informatics (GOCI) in its strategic development of programs and projects, in line with NHG’s vision and mission. Manages and coordinates large and/or complex Healthcare IT Programs, focusing on Vendor and Partner commitment, Governance and Processes on the overall project rollout, ensuring integrity in the alignment to scope, timeline and budget. Provide leadership for Vendor and Partner Undertaking Management and Programme Management initiatives to help NHG improve productivity and stay aligned to committed milestones as part of project delivery.**2. MAJOR DUTIES & RESPONSIBILITIES**
**Development of Programme Governance Model**
- Establish the Program Governance model that covers:
- Internal Governance: Meetings schedules in place for project tracking and levels of attendees to be invited; set up frameworks and processes.
- External Governance: With the vendors: ensure that committed goals are delivered per contracted scope and timeline and within budget.
- Establish and communicate Best Practices, Processes and Frameworks to ensure structured flow of information and communications across programs and projects within organization, and track the adherence to the established processes.
- Facilitate continuous improvements in Program and Management & Delivery Processes.
**Deliver NHG Projects**
- Plan and Lead the development of NHG Strategic Projects, including but not limited to:
- NGEMR/BT/NHIPS Projects
- Digital Application Projects
- Review, track and measure project status against the goals assigned - budget, cost, project timeline, cost optimization and milestones attainment through simulations and data modellings.
- Provide Delivery Performance Dashboards to facilitate timely and accurate business decisions to Senior Management.
- Escalate on underperforming areas and non-compliances with focus on follow-ups to ensure gaps are managed and fixed.
- Expected to work collaboratively with all stakeholders but at the same time be decisive in driving NHG’s mandate to push for quality service at the most effective/efficient approach at the most effective price.
- Manage Vendor/Partner to deliver to contractual milestones, established cost and delivery KPIs.
**Team & Operational Leadership**
- Provide direct and indirect operational leadership and oversight to a team of staff to control and ensure smooth running of the blue-print, work-plans and projects.
- Partner with critical stakeholders to create a vision for NHG Clinical Informatics roadmap. Guide the roadmap development to maximize operational efficiency and cost effectiveness.
**3. JOB REQUIREMENTS**

**Education/Training/Experience**
- Bachelor’s Degree in Business, Digitalization, Technology and related discipline
- At least 10 years’ of leadership experience in IT or technology programme management, development and related areas
- Demonstrated experience in leading and delivering large scale and complex tech development projects with tight timelines and multiple dependencies
- Proven track record of leading diverse project teams and managing senior stakeholders
- Excellent influencing and communication skills
- Prior experience in healthcare industry or technology startups will be an advantage
- Relevant professional certification would be advantageous.
