Where you will be working
Police Coast Guard (PCG) which is a specialist frontline division of Singapore Police Force (SPF) plays a critical role in keeping Singapore’s territorial waters safe and secure. PCG officers undergo rigorous training to respond to different types of maritime security threats such as performing risky manoeuvres to chase a fleeing boat, and boarding and searching different types of vessels. PCG invests in realistic training and make use of various training simulators such as the Tactical Boat Handling and Firing System that trains officers on high-risk manoeuvres, and navigation in different scenarios at sea and the Underwater Egress Training System that simulates boat capsize situation with various sea conditions.
PCG is looking for a Principal Master Mariner to join our training fraternity. The training team is responsible for training all PCG officers in boat force operations, maritime law enforcement, and imparting other critical maritime knowledge and skills to accomplish the mission. The Principal Master Mariner will be placed under the Management Executive Scheme.

**What you will be working on**

About the Role
- Responsible for certifying PCG officers undergoing navigation and bridge watchkeeping proficiency
- Develop appropriate assessment programmes, plan, organize, and conduct theory and practical assessments for officers qualifying for navigation and bridge watchkeeping certification in accordance with the training plan and the approved Training and Qualification Standards of the maritime industry
- Upskill officers in their maritime knowledge and skills such as seamanship, boat handling, safety and emergencies, and survival at sea
- Develop PCG trainers and provide mentorship in training methodology and instructional approach
- Review existing training programmes, develop, evaluate, and introduce new curricula and programmes to meet PCG’s operational and training needs
- Provide professional assistance in the development of curricula materials
- Identify current and potential issues in the training and assessment system and make recommendations to improve the standard
- Ensure expert assurance on the effectiveness of training and assessment of the in-house navigation and bridge watchkeeping qualifications
- Support PCG as the training management staff locally and in overseas training, and works with other SPF and Home Team Departments to meet PCG’s strategic needs
- Conduct training and maritime safety audits and make recommendation to improve the standard
- Provide professional and technical advice in maritime incidents and operations

**What we are looking for**

About you - Job Requirements
- Master Class 1 Certificate of Competency with preferably at least 3 years of teaching experience and in curriculum development work in related field in a recognized institution
- Previous work experience with a major ship-owner in shipping operations and maritime risk management
- Knowledge or work experience in port operations and maritime safety
- Familiar with the International Convention on standards of training, certification and watchkeeping for seafarers
- Experience with complex maritime incident investigations and maritime risk auditing
- Experience in facilitation, training and promoting maritime safety procedures and principles
- Experience in training and development, and project management
- Passionate about education and training, and has strong interest in training and mentoring of officers of various age groups
- Driven to keep maritime knowledge and skills abreast with local and international regulations, shipping operations, and the development and technological advancement in the maritime domain
- Demonstrates leadership skills with the ability to align operational and strategic objectives
- Shall be analytical in thinking, culturally sensitive and diplomatic in personal interaction and engagement with the stakeholders and foreign counterparts
- Strong organizational and planning skills, including the ability to manage and prioritize multiple tasks, and work within tight deadlines
- Resourceful and innovative with initiatives
- Possess good communication skills, both written and verbally
- Good team player with the ability to work independently
- Must be willing to travel overseas
- Must be willing to work beyond normal office hours
