Throughout the last four decades, the company grew from strength to strength and is today involved in the primary businesses of Aerospace (including Air Traffic Management), Defence & Security, Ground Transportation and Digital Identity & Security. Thales today employs over 2,100 people in Singapore across all its business areas.
**Reporting to the Head of HR, Asia, it has the following Key Responsibilities**:
**Leadership**:
- Develop, implement, communicate and drive Integrated Talent Acquisition Strategy including influencing key stakeholders at all levels of the organisation to adopt new processes, tools and behaviours
- Lead and manage a Talent Acquisition team that is focused on hiring and mobilising top talents for all Businesses and Functions across Thales in Asia.
- Partner with relevant stakeholders to drive continuous improvement in the Quality, Speed and Cost of Hiring
- Influence key stakeholders to align expectations to the external marketplace
**Resource Planning**:
- Develop Talent pipelines in collaboration with the internal search team in key areas and present analysis of these efforts
- Encourage the reduction of expat hiring to an agreed KPI with HRD
- Drive local hiring and be a champion for diversity
**Early Careers**
- Work closely with the Education & Universities Development global COE to design effective Talent Acquisition Processes for Early Career (Graduate and Intern) hiring
- Set up and deliver an early career programme for Asia
- Establish university relationships in the region and define a consistent engagement plan and execution.
**Executive Talent Acquisition**
- Working with HR Business Partners and hiring managers to ensure quality, timeliness and cost of Senior Executive hires for Thales in Asia
- Be personally responsible for hands on delivery of Senior critical hires across the entire Talent Acquisition lifecycle from requirements definition, through sourcing and selection, to offer management and on boarding
- Coach the Talent Acquisition Team in search best practice and ensure its implementation throughout the function
**Selection**:
- Partnering with the rest of the HR Function, design and implement a consistent and effective selection strategy and process for Thales in Asia, including any relevant selection tools
**Employer Branding**:
- Work with the Group and Local Communications Teams to ensure a world class EVP and Thales employer brand is developed and implemented
- Ensure a multi-channel media campaign
- Ensure maximum ROI for Thales marketing spend in terms of brand awareness, roles filled and breadth & depth of pipelines
**Change Management & Continuous Improvement**:
- Champion and establish the new Talent Acquisition CoE, clearly define Hiring Managers' roles and set performance expectations
- Lead local implementation of Thales Group process improvement programmes as required
- Deliver formal and informal coaching to all levels of the organisation, from senior members of the Leadership Team to first time Hiring Managers
- Influence managers to change current practices and behaviours
- Demonstrate flexibility by managing or inputting into project work as required
**Job Specification**:
- Degree in any discipline
- Minimum 10 years of HR experience of which 5 years in Talent Acquisition in a team leadership role; preferably in technology industry
- Experience in a senior level role within a large, matrix organisation accountable for delivery of Talent Acquisition
- Personal powers of resilience and tenacity; takes personal responsibility for resolving performance issues before they impact on the business; consistently sees things through to completion
- Influence, flexible and with a strong drive to achieve desired outcomes in an environment of constant change, competing priorities and objectives
- Highly analytical, with the ability to interpret complex information, identify trends, create strategic action plans based on the information and gain sponsorship for these at domain board level.
- Able to demonstrate an in-depth understanding of current organisation’s core business, organisation, strategic direction, challenges and aspirations, and articulate how Talent Acquisition can input and add value to these within assigned perimeter
- Lead, model, manage and coach the organisation in best practice selection techniques
- Must have in-house corporate Talent Acquisition experience
