**The responsibilities of this role are**:

- Establish and upkeep processes for lab space changes (new lab setup, decommissioning, change of use, change request) and liaise with relevant stakeholders.
- Oversee lab resource planning for optimisation of lab utilization and capacity management.
- Adopt and implement automation, technology or process optimisation to manage lab operation data for management reporting.
- Establish and lead periodical review of SOPs to streamline workflows for continuous improvement in lab operations and equipment maintenance.
- Lead in the procurement activities, such as reviewing of Invitation to Quote and Invitation to Tender, Purchase Request, coordinating with vendors/suppliers to ensure timely execution of lab operations and compliance to procurement policy and relevant regulations.
- Drive initiatives to manage procurement processes and vendor management for better cost benefits.
- Work closely with Professional Officers, Technical Officers, Finance and relevant stakeholders on procurement of lab supplies, consumables, equipment maintenance contract services, etc., and ensure timely submission of goods receipts in the system for invoicing and payment purpose.
- Support in the management of asset life cycle and ensure accurate records of assets through asset verification, in accordance with the Finance Manual.
- Function as part of the Resource Planning and Management Team to support the division’s activities and administrative needs, including proper documentation of records.
- Undertake any other duties as assigned by the Director, POD or supervising officer for the effective support of division operations and activities.
- Possess a good degree with minimum 8 years of relevant experience in procurement and resource management.
- Experience in supply chain and lab resource management would be an advantage.
- Experience in establishing and managing information system, data collection, data mining and using appropriate tools and techniques for analysis will be an advantage.
- Able to effectively communicate with a wide range of individuals in a diverse community and possess the confidence to front different parties.
- Proficient in analysing and assessing challenges, with demonstrated ability in developing solutions to problems, coordinating between different parties to achieve positive outcomes.
- Possess strong project management skills and attention to detail, and willing to take on responsibilities and ownership of work.
- Demonstrate good leadership, lead and motivate teams.
- Team player and good communicator, self-motivated and good interpersonal skills, enjoys interactions and working with different parties.
- Able to work within tight timelines, as well as plan and coordinate among multiple stakeholders.
- Organized and meticulous with a keen eye for details, particularly with numbers.
- Ability to multi-task and work within tight timelines.
