DESIGNATION : QHSE Manager

RESPONSIBILITIES

Responsible for the development, implementation and maintenance of HSEQ management systems, objectives and programs for Inspectorate Singapore. To provide assistance to HSEQ Director, SEA for the Management of HSEQ in SEA region.

Responsible for the maintenance of the QHSE management systems (ISO 9001, ISO 14001, ISO 45001, ISO/IEC 17025, ISO/IEC 17020 and BizSafe within Inspectorate Singapore.

Act as deputy to QA Manager in his/her absence. To act as management representative for all accreditation.

**Principal Duties/Responsibilities**:

- To provide advice and support to ensure implementation and compliance with HSEQ policy, objectives, programmes and management systems.
- To coordinate and perform regular inspections and audits to ensure compliance with Inspectorate HSEQ policy, objectives, programs, management systems as well as international and local legislation. Feedback will then be provided to the Laboratory Manager as advice and guidance to ensure consistent and proper conformance to the Quality Assurance.
- *NB* these audits to include the other Asian Countries within the region according to the overall audit program for SEA.
- Enhances awareness and continually educates laboratory personnel on quality assurance principles and accreditation requirements by way of training, meetings, notes etc to ensure that good HSEQ practices are implemented and maintained.
- Assist in the preparation, compilation and maintenance of quality control manuals to meet the needs of the laboratory and to satisfy the requirements of accreditation authorities.
- To ensure compliance with HSE legislation by monitoring and review current and proposed HSE regulations.
- To develop and implement a program of HSEQ training.
- Undertake specific quality-related project as directed by O&P Director/Laboratory Manager in his/her duties such as liaising with SAC-SINGLAS on all matters related to accreditation. Also to assist in other duties as direct by the O&P Director (Singapore) and HSEQ Manager SEA with management of HSEQ in the Asia region.

QUALIFICATIONS

**Competency Requirements**
- Possess Bachelor’s Degree or Diploma in Chemistry/Chemical Engineering.
- Minimum 10 years of working experience, preferably in petroleum/petrochemical industry, knowledge on both inspections and laboratory, managerial capacity is preferred.
- Excellent knowledge in occupational safety and health regulations
- ACRA registered auditor will be an advantage.
- Able to work independently and possess good analytical skills, problem solving skills.
- Good interpersonal and communication skills, both written and spoken skills.
- Strong project management and analytical/problem solving skills with demonstrated skill to scope and analyze cross functional problems and implement solutions
