The Singapore Scout Association was established in 1910 with the mission of

platform for learning and development. Together with an established system of
programmes that not only develops youths, but also many of the adult leaders
that support our youth programmes, Scouts all over the world see learning and
improving as an essential ongoing process that never ends.
**Roles and Responsibilities**
- Work with volunteers and department heads to understand their staffing needs and assist in the recruitment, selection, onboarding as well as work and performance processes.
- Manage the recruitment and onboarding process by posting job openings, screening resumes, conducting interviews, reference checks and facilitating orientation programmes for new hires, including offboarding processes, ensuring smooth departures.
- Maintain accurate and up-to-date HR documentation records on adult volunteers/employees and closely monitor department budget.
- Assist in the review, development and implementation of HR policies and procedures that promote a compliant and ethical work environment.
- Collaborate with hiring heads to define job requirements and create compelling job descriptions.
- Provide guidance to employees and managers on HR policies, procedures, and performance reviews, and development plans.
- Plan initiatives, cohesion activities/events and learning and development programmes.
- Design, develop and implement learning and development programmes that addresses the various needs of the organisation and target audience, as well as align with organisational goals and volunteer/employee development needs.
- Arrange and coordinate logistics for the delivery of sessions and events (onsite & off-site) and process pre and post-event finance matters.
- Plan and assess the quality and effectiveness of trainings by conducting and compiling job evaluations, session feedback and surveys.
- Develop, manage, and implement any projects/ duties assigned by supervisor or Executive Director.
**Desirable Attributes & Qualifications**
- Diploma or Degree in Human Resource, Business Administration, or related field.
- Excellent communication and interpersonal skills.
- Ability to maintain confidentiality and handle sensitive information.
- Passion for learning and staying updated with industry trends and developments.
- 2 - 3 years' experience in relevant fields an advantage.
**Working Hours**
Tuesday to Saturday
