Position Summary
This position ensures timely and accurate processing of all pay cycles for various APAC countries such as Singapore, Malaysia, Vietnam, Indonesia, Thailand, Philippines, etc. in both in-house and outsourced environment. This position interacts with various levels of personnel both inside and outside the company. That interaction requires good communication skills and judgement, tact and diplomacy with internal and external customers in troubleshooting problems and communicating status. Effectiveness in this role requires a thorough working knowledge of relevant payroll processes and systems, policies and procedures. Accuracy is required in performing all functions of this position. Initiative and organisation skills are valuable to ensure the timely completion of a large volume of work, within short timelines. The position reports to the Payroll Supervisor, no direct report. Current payroll team for Singapore hub consist of 4 payroll team members supporting APAC countries payroll.

Key Responsibilities
- Plan, coordinate and handle end-to-end payroll processes to ensure that payroll cycles, posting, costing and ticketing are processed timely at multiple locations are adhered to by all relevant parties.
- Run through pre-payroll activities (e.g., liaise with HR, HR Ops, finance, payroll vendors when needed, plan payroll calendar, closing previous month payroll, analyse Workday PICOF changes report, checking clocking data, checking payroll tickets, ESPP benefit etc.)
- Prepare and send the monthly payroll instruction file to payroll vendor for payroll processing.
- Input, upload and process all payroll related information (e.g., Workday one time changes, clocking data, timesheets, new employee data, terminations data, flexi benefits payment list, cash reimbursement upload list, bonuses etc.)
- Prepare monthly payroll reconciliation for review and approve by the supervisor.
- Upload bank file and arrange bank approval within online banking system. - Ensure all payroll transactions are approved and released completely and on time.
- Prepare and upload post payroll reports (e.g. payslips, GL files, payroll tracker.)
- Responsible for accurate and timely filing and payment of statutory payroll withholding taxes/social security contributions, employee tax to relevant government authorities including external payments.
- Prepare ad-hoc payroll reports (ie. OT listing, Safety report, Salary report, benefits accrual reports, AOP report etc.)
- Submit government claims for example NS claims, CPF claims, childcare leave claims etc)
- E-File year end tax form to IRAS.
- Provide comprehensive and timely responses to employees and managers, in accordance with Service Level Agreement
- Independently analyse and resolve sophisticated payroll issues.
- Independently analyse sophisticated payroll calculations and implement solutions that meets statutory regulations.
- Close Service Now ticket timely based on the agreed SLA. Resolved customer concerns by providing root cause analysis and corrective action for sophisticated or non-routine situations
- Liaise with vendors, finance, HRGs and work on solutions when needed.
- Responsible to update and align standard operating models including standard payroll report formats, SOP documentation, payroll checklist, payroll calendars, payroll folder keeping etc.
- Keep abreast with payroll regulatory changes, review and analyze tax and legal regulations, identify issues/implications affecting company and employees and update related payroll process
- Assist in audit operations and implement audit recommendations
- Develop controls and procedures to ensure compliance with policy
- Provide back-up support to other team members as required.

Education
- Bachelor’s degree / diploma holder

Experience
- 3-5 years’ proven experience in payroll with minimum of 1 year Singapore payroll experience in MNC or Shared Service environment.
- Solid understanding of payroll and relevant tax laws and legislation, as well as clear understanding of other statutory requirement in various APAC countries.
- Payroll working experience for processing end to end payroll is preferred.
- Knowledge of Sage EPE system, e-Cirtrix clocking system, Workday system and Service Now ticketing system is an added advantage
- Key competency requirement- Excellent presentation, verbal and written communication skills. Ability to interact and communicate to all levels, customers, vendors and primarily with employees, line managers and HR partners.
- Detail oriented and strong customer dedication to complete tasks accurately and in a timely manner.
- High standard of confidentiality and compliance, in terms of private and confidential data management, documents and process control
- Self-motivated, accountable for deliver quality results per given timeline.
- Team player, able to work effectively with others
- Good command of MS-Of
